Information Management Officer - Zahle

ROLE PURPOSE:

Save the Children Lebanon is implementing large and varied programs to meet the needs of the refugees and host communities in Lebanon. The Information Managenment (IM) Officer will work mostly out of Save the Children's Zahle office. The IM Officer will be responsible for information and data management, ensuring that all data is up to date and secure, and collaborating closely with the Monitoring Evaluation Accountability and Learning Information Management (MEAL IM) Specialist to guarantee database and data collecting tool unification across all activities implemented directly or through sub-partners.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight).

KEY AREAS OF ACCOUNTABILITY:

Monitoring Evaluation Accountability and Learning

  • Consolidates the collected data by IM data collection team.
  • Ensures balance of data availability and analysis to inform decision making, project/programme monitoring and reporting.
  • Responsible for reporting the data that feeds within the UNICEF WASH IPTT (Indicator Performance Tracking Table).
  • Ensures programme teams are using tested and standardized data collection tools.
  • Supports in providing IM solutions that serves all activities.

SHELTER & WASH

  • Develop, support, maintain and strengthen Information Management systems, data usage, and general digitalization capabilities.
  • Support IM planning and activities, and support IM capacity building.
  • Support shelter and cash OPS Unit on IM related needs.
  • Adherence to SCI policies, guidance and procedures.
  • Adherence with SCI's compliance with global data protection requirements.
  • Information Management Systems and Storage
  • Create regular backups of internal databases.
  • Create assessments and ODK surveys, GIS maps, reports and dashboards for Area programs.
  • Support and repair issues related to assessments, surveys, GIS maps, reports and dashboards.
  • Analyse processes and requirements to evaluate required customization
  • Configure solution to fit specific needs.
  • Prepare and execute data migration and integration when needed.
  • Document requirements, processes and data models needing further work from the Application Development Team.
  • Deploy updates to the production system outside of business hours.
  • Create and deliver trainings on the applications deployed.
  • Create and deliver data literacy training to build capacity global.
  • Keep an overview on new IM solutions and propose changes to improve the IM toolkit and organisational IM skillset.
  • Support mobile data collection designs, and utilization.
  • Minimize data collection, data entry and reporting efforts through introducing digital processes/ automatization.
  • Create geographical maps to analyze and visualize project implementation across areas and sites.
  • Handle wash database specific tasks such as creating queries, procedures, and functions to support application development.

Reporting and Data Collection

  • Compile and consolidate wash projects and indicators into our internal reporting system IPTT.
  • Maintain IPTT on an ongoing basis, compile and analyses project data, and optimize dashboards.
  • Coordinate data entry on activity info and RAIS platforms.
  • Follow up with sector specialists to ensure project targets are updated within Information Management IM systems.
  • Administer, monitor, and follow-up on data entered into reporting systems.
  • Design, generate, and assist with periodic reports: monthly/quarterly, or as required.
  • Conduct data quality checks and ensure the reliability and cleanliness of the data.
  • Translate questionnaires into digital data collection tools using tools such as survey123, ODK, KOBO, or CommCare.
  • Strengthen and improve information management for RIMS.

Partnerships Management

  • Ensure capacity building of local partner’s staff & IM system.
  • Responsible for Sub-Partner data management and reporting.

QUALIFICATIONS:

  • University Degree in Information Management, Information Systems Management, Computer Science or related fields.
  • Fluency in written and spoken English and Arabic.

EXPERIENCE AND SKILLS:

  • 2 to 3 years of experience in applications development, information management, business intelligence is desirable.
  • Experience in programming using JS, css, Android Mobile App, API, Survey 123, collector APP, ODK.
  • Experience working in designing information management systems or database management, and analytic with computer skills, including advanced MS Office (Word, Excel, Outlook, PowerPoint, Access), Power BI are required. Mapping experience is required (GIS).
  • Work experience with open source programs/extensions (DHIS2)/Experience in developing health information systems, databases and reports (desirable).
  • Skills in designing and implementing information management frameworks.
  • Demonstrated understanding of emergency response activities.
  • Humanitarian experience and knowledge of best practice in the field is an advantage.
  • Strong interpersonal and organisational skills.
  • Proven analytical and problem solving skills.
  • Strong computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share assessment and monitoring results.
