Protection of the Civilian Population Field Officer

PURPOSE

The Protection Field Officer contributes to the design, implementation and monitoring of the delegation’s Protection activities, mainly Protection of the Civilian Population (PCP).

The post will cover PCP activities in the Area of Responsibility (AoR) of Beirut and Mount Lebanon and will also cover other AoRs (Zahle and Tyre) when required. The post will also support Restoring Family Links (RFL)/Missing activities in the AoRs, mainly on outreach and dissemination on activities, and case collection for the Syrian Missing file.

 

Minimum required knowledge & experience

  • University degree or relevant professional experience - International humanitarian law, international human rights law, international refugee law -
  • 3-5 years’ previous professional experiences, preferably in the humanitarian and/or social engagement field
  • Computer literacy on windows and outlook
  • Excellent command of English and Arabic
  • Soft Skills: Leadership, Accountability, Team work and collaboration

 

ACCOUNTABILITIES AND RESPONSIBILITIES

Under the supervision of the PCP Delegate (and in coordination with the Protection coordination):

Protection of the Civilian Population (90%)

  • Implements protection activities in Lebanon in the AoR of Beirut and Mount Lebanon and other AoRs (Zahle and Tyre) as requested with frequent overnight stays
  • Contributes to the Protection Media Monitoring as the AoR Focal Point in a regular and timely manner in order to feed into the overall trend analysis/identification of individual events for follow-up
  • Monitors specifically the Protection situation in the AoR and flags incidents to the PCP Delegate
  • Receives visitors in the office who are directed to the Protection team, identifies PCP concerns for follow-up and liaises with relevant departments for referrals (e.g. Protection units, Economic & Security, Health)
  • Documents PCP events when requested as per the delegation’s PCP strategy, guidelines, and working procedures in a timely manner and to a high standard, including with proposed follow-ups
  • Updates the collected data from the PCP webpage according to available data entry procedures
  • Conducts assigned follow-ups of PCP events autonomously and according to standard procedures, including any meetings with authorities/actors and oral representations when requested
  • Develops and implements a strategy for widening PCP action in the AoR, in close cooperation with the PCP Delegate
  • Supports the Rafic Hariri University Hospital (RHUH) team with protection cases
  • Maintains a relevant network of interlocutors in line with the PCP priorities and division of tasks
  • Presents and represents the PCP action at the local level in coordination with the wider team when requested (e.g. dissemination, trainings)
  • Ensures the timely and consistent reporting of any PCP activities undertaken in cooperation with relevant colleagues (e.g. Minutes of Meetings, field reports, data entry)
  • Contributes to the development of the overall PCP strategy and action through active discussions with the coordination team
  • Actively participates in any PCP or other relevant trainings
  • Proactively works towards their own professional development with the support of the PCP Delegate

Restoring Family Links and Syria Missing file (10%)

  • Within the framework of protection of the civilian population activities, pursues the identification of new communities and stakeholders in the AoR, inform Restoring Family Links /RFL)/Missing colleagues for implementation of outreach activities to new families of missing/separated persons.
  • Disseminate on RFL/Missing activities to Syrian refugee population, other potential beneficiaries and stakeholders
  • Collects ad-hoc Syria-related Tracing cases and Allegations of Arrest and occasionally contributes to Red Cross Messages (RCM) distribution.
  • Assists the RFL/Missing team in the active follow-up of individual cases internally, with families/enquirers through the ask for news exercise and/or with the relevant stakeholders
  • Ensures the timely and consistent reporting of individual cases in cooperation with relevant colleagues
