Position Description:

 Senior Procurement and Subcontracts Specialist

The Senior Procurement and Subcontracts Specialist will work with the Procurement Manager to purchase goods and services in support of WSC Project activities and operations in compliance with USAID and DAI policies.

Key Duties and Responsibilities:

  • Proactively sits with technical staff to discuss work plan ideas; assist with developing timeline and details required for any activities needing procurement; conduct market search in coordination with Technical staff in support of anticipated operations and technical needs.
  • Ensures compliance with USAID regulations and DAI Field Operations Manual procurement policies, procedures, and instructions during the planning and implementation phase.
  • Develops and issues bid documents of various procurement methodologies (e.g., RFQs, RFPs. EOIs, etc.), prepares competition documents (e.g. Bid matrix, Source Selection Memo, etc.), and prepares/issues letters of clarification, as necessary, to published bid documents/specifications.
  • Contributes to the effective organization and activities of Evaluation Committee meetings in respect to the applicable procedures. Evaluates applicable bid offers/responses to determine the responsive/responsible bidder(s) and provides associated award recommendations.
  • Issues authorized subcontracts, purchase orders, task orders, and amendments explaining terms conditions, roles, and responsibilities.
  • Tracks status of award deliverables, ensuring terms and conditions of the award have been satisfactorily achieved, approved, accepted, and documented.
  • Inspects purchased goods and services to ensure they meet the specifications established in the RFP and the subcontracts or Purchase Orders.
  • Reviews vendor invoices against purchase orders and subcontracts to ensure compliance.
  • Organizes physical files and uploads into the Technical and Administrative Management Information System (TAMIS).
  • Initiates and maintains appropriate and effective partnerships with external vendors; Establish, maintain, and update vendor information and related databases.
  • Performs vetting and screening of sub-awardees and beneficiaries as per the contract requirements.
  • Assists in generating reports of status of procurement activities, such as forecasting, payments, amendments, close outs, and sector specific data (i.e., monthly and quarterly reporting).
  • Assists Finance and Technical team to ensure on-time deliverables, payments, and cash flow requests by monitoring deliverable and payment schedules.
  • Assists in the audit of procurement files no less than annually.
  • Other tasks as assigned.

Qualifications:

  • 7 years’ of professional experience in procurement for donor programs required.
  • Bachelor’s Degree required. Excellent working knowledge and experience administering competitive procurements, government contracts, subcontracts, purchase orders, and grants with USAID rules and regulations is strongly desired.
  • Demonstrated prior experience in ability to assess and recommend responsible decisions and a commitment to fair and ethical procurement practices
  • Fluent spoken and written Arabic and English skills.
  • Computer literate with e-mail, word processing, and spreadsheet experience.
