Regional Coordinator - Disaster Management Advisory Group (DMAG) MENA

Job Context

The Middle East and North Africa (MENA) Disaster Management Advisory Group (DMAG) is a consultative coordination platform on Disaster Management (DM) technical matters in the MENA region. It was created following a consultative meeting hosting the Secretary Generals and Presidents of the MENA Red Cross and Red Crescent National Societies (NSs) in Egypt in October 2012. The meeting agreed on the establishment of DMAG based on the identified need for a regional technical body to coordinate support for National Societies in exchanging Disaster Management knowledge and experience.

DMAG supports MENA National Societies in enhancing aligned policy and strategy implementation, and in exchanging Disaster Management knowledge and experience through capacity building and peer-to-peer support. DMAG’s primary goals are to:

Adopt and promote coherent approaches to common operational challenges, policies and strategies within the DM sector;

Advise, broker, and facilitate technical expertise related to the multiple components of DM activities in the region;

Strengthen cooperation and coordination among National Societies DM efforts.

 

Main Role

The Regional Disaster Management Advisory Group (DMAG) Coordinator would ensure and monitor coordination and effective implementation of DMAG Regional programmes, possessing strong partnership management and relationship building skills, to liaise between the different Movement entities in the MENA region in order to strengthen regional cooperation on Disaster Management capacities.

 

Essential Duties and Responsibilities

Partnerships and Technical Responsibilities

  • Coordinate and facilitate delivery of technical expertise and experience sharing related to enhancing MENA National Societies capacities on different thematic areas of Disaster Management, namely:

- Preparedness for Effective Response;

- Contingency Planning

- Weapon Contamination

- Safer Access Framework

- Rapid Response Capacity.

  • Promote and advocate for adoption of coherent approaches to common operational challenges in line with regional strategies and frameworks within the RCRC Movement DM realm;
  • Develop a plan for the dissemination and rollout of the MENA Disaster Management Strategic Priorities 2021-2025;
  • Strengthen overall cooperation and coordination among MENA National Societies on technical Disaster Management thematic areas;
  • Formalize and maintain exemplary relations and partnerships with Movement Partners present in the region and with MENA National Societies.

Management and Logistical Responsibilities

  • Manage DMAG overall programmes and plan for effective implementation of projects;
  • Generate project proposals, technical papers, concept notes, and reports;
  • Document and share information including lessons learned and best practices;
  • Ensure proper resource allocation for DMAG funds, fundraising opportunities, and delivery of project outcomes within proper budget and expenditure plans;
  • Act as point of contact for DMAG members and Movement Partners;
  • Plan, coordinate, manage, and physically attend DMAG meetings, trainings, and events;
  • Facilitate DMAG events and various discussions during events as necessary;

Management and Logistical Responsibilities

  • Represent DMAG Chair in relevant regional meetings and workshops as required;
  • Abide by and work in accordance with the Red Cross and Red Crescent fundamental principles while liaising with all movement partners
  • Perform any other work-related duties and responsibilities that may be assigned by line manager

Function Specific Experience

  • Experience working in a Programs Coordination position;
  • Experience working is regional positions is preferred;
  • Experience in managing projects and holding budgets;
  • Knowledge of office management systems and procedures;
  • Experience working in multi-cultural environments;
  • Familiarity working in both Arabic and English speaking environments, using excellent oral and written skills in both Formal Arabic and English languages.

Industry Related Experience

  • Experience working for Red Cross/Red Crescent Movement
  • Experience working in Disaster Management and Risk Management Programs
