Civic Engagement Officer
The Civic Engagement Officer will assist the Local Governance and Civic Engagement (LGCE) team in building the capacities of citizens and civil society organizations (CSOs) to enhance water related activities and promote the responsible use of water resources among the communities through closely collaborating with municipalities and water establishments. S/he will also assist in the conception, management, and documentation of the grants program and other citizen’s outreach activities. The Civic Engagement Officer will report directly to the Civic Engagement and Grants specialist.
Key Duties and Responsibilities:
Assist in the development, analysis, and evaluation of grants concepts, applications, and agreement documents
- Develop and follow up detailed grants implementation plans
- Follow-up on the implementation of multiple grants on an ongoing basis and in a dynamic environment to include field visits and report on the outcomes
- Assist in the Review irrigation designs, the designs of septic tanks or other wastewater solutions and follow up on their implementation
- Assist in providing support to grantees and potential grantees in their proposal and implementation phase
- Review grantee’s deliverables to ensure integrity and completeness of information and prepare all needed documentation for payment processing
- Prepare payments forecast per grantee
- Support the LGCE team in reviewing grantee’s reports and M&E data
- Aggregate grants’ technical and financial data in consolidated reports for analysis
- Compile M&E data in a clear, accurate, and comprehensive manner to be presented to the AMEL team
- Coordinate meetings with grantees, municipalities, and other civil society actors, and develop minutes of meeting
- Support in organizing Local Governance and Civic Engagement events
- Follow up with beneficiaries, local authorities, and RWEs, to ensure they submit all needed documentation
- Perform other tasks as it may be required
Qualifications:
- Bachelor’s degree in social sciences, international relations, environmental engineering, agricultural engineering, or other relevant fields
- Previous knowledge in developing workplans, detailed implementation plans, and budget forecasts
- Previous experience in conducting civic engagement activities is desired
- Familiarity with water sector challenges and practices in Lebanon is desired
- 3 years of previous experience working with civil society, advocacy, and/or community engagement in Lebanon. Demonstrated communications and presentation skills
