TEAM PURPOSE: The Oxfam team in Lebanon implements integrated humanitarian, development and policy interventions in line with Oxfam’s country strategy for Lebanon as relevant to the Bekaa and North Lebanon areas, including protection & governance; cash safety net/social protection and economic development/livelihoods; WASH/water governance with a focus on partnerships. The humanitarian pillar, in particular, ensures that marginalised women and men, particularly refugees from Syria, are able to have safe access to WASH, attain their rights to life, security, protection and assistance, and that they are enabled to support their own basic needs, develop their livelihoods, all in a manner that respects and maintains their dignity.

JOB PURPOSE: The Humanitarian Programme Manager position will lead on and is accountable for all the programmatic, management and partnership aspects of Oxfam’s humanitarian interventions in North Lebanon. As a key role within the Oxfam Lebanon Country programme, the position will be based in Tripoli, with regular travel to Oxfam’s areas of intervention. He/she will oversee effective management and relationships with relevant external stakeholders, manage a multitude of interventions throughout the project cycle, including budget management, lead in preparing and developing high-quality programme plans, including Monitoring, Evaluation, Accountability and Learning (MEAL) and procurement plans, progress and donor reports, ensure appropriate monitoring and project quality, lead on Oxfam’s emergency responses and preparedness plans in the area of intervention and enhance internal and external learning and representation. In addition, the HPM will also identify scaling up opportunities and new project ideas in line with humanitarian needs on the ground. Current Programmes in North Lebanon are focused on Protection and Cash interventions.

KEY RESPONSIBILITIES

Project Cycle Management & Programme Quality

  • Develop and oversee programme management instruments such as project workplans, spending plans, procurement plans – with an eye for continuous adaptation and improvement for all humanitarian projects in North Lebanon;
  • Work closely with the technical advisors, especially the Protection Advisor, Emergency Food Security Coordinator, and Policy Lead, as well as support staff and provide appropriate guidance and managerial support to implement the projects in line with the objectives laid out in the donor approved proposal;
  • Promote monitoring and evaluation and programme quality, by supporting the design and adaptation of monitoring frameworks, monitoring tools, and review and follow-up on findings, support learning reviews and evaluations, ensuring that learning from monitoring and evaluation informs continuous quality improvement of Oxfam’s humanitarian programme;
  • Provide robust monitoring of budgets and projects’ spending trends, and propose budgetary adjustments;
  • Lead on initiating relevant procurement processes, with support from Logistics, in line with programme spending and procurement planning;
  • Ensure that the intervention mainstreams gender justice and inclusion

 

 

Emergency Preparedness in North Lebanon

 

  • Ensure that risk management and contingency planning is included at all stages of the programmes;
  • Maintain an up-to-date understanding of the humanitarian situation in North Lebanon, early warning data, access and security issues, and emergency responses by other actors, and brief humanitarian teams on relevant and latest information as it affects Oxfam and partner’s work in the area
  • Update Oxfam’s preparedness and response plan for North Lebanon on a regular basis, feeding information from support teams and advising on improvements to planning efforts;
  • Lead on emergency response planning and implementation in North Lebanon and ensure appropriate contingency plans and related preparedness and mitigation strategies are in place and updated;
  • Ensure the mainstreaming of gender and safe programming considerations throughout all of the planning and response efforts, and adherence to Oxfam’s policies and guidelines;
  • Mobilise Oxfam teams to respond to emergencies in North Lebanon when needed;

 

People & Team Management

  • Recruit and line manage relevant staff;
  • Ensure staff are compliant with key internal procedures including security requirements and code of conduct;
  • Solicit appropriate training and learning opportunities for team members in line with their performance objectives and ensure regular coaching of staff;
  • Oversee performance management and staff development of team members, and provide necessary and timely feedback to all staff being directly managed;
  • Ensure the physical welfare, well-being, and professional development of staff directly assigned to the project.

Working with Partners

  • Lead on relationships with partners, including following up on the quality of the partnership, activity implementation in the field, the quality of implementation, and budget monitoring, while problem-solving any arising issues;
  • Oversee the monitoring of progress against each project’s partnership agreements;
  • Support Oxfam’s partners with relevant capacity building in line with mutually agreed capacity building plans.

Reporting and Compliance

  • Lead in preparing narrative progress reports for donors in collaboration with partners, project staff, technical advisors, Funding Coordinator and support teams. Ensure narrative reporting meets Oxfam and donor’s requirements;
  • Ensure compliance with the rules and regulations of Oxfam and Oxfam’s donors.
  • Ensure Oxfam’s Programme Management system (OPAL) is updated and relevant;

 

Programme Design and Strategy of Humanitarian Program

  • Support in the identification of new humanitarian partners in Oxfam’s areas of implementation;
  • Participate in the refinement of and update to the Oxfam Country Strategy in Lebanon, development of sector and project strategies, and learning reviews.

 

External Representation and Coordination

  • Ensure a constant and constructive relationship with municipalities in the areas of intervention, as well as other relevant stakeholders, such as the the local National Poverty Targeting Programme counterpart and Social Development Centres (SDCs).
  • Lead on interagency coordination in the North Lebanon and represent Oxfam at relevant fora. 
  • Serve as area representative to external stakeholders, such as donors, municipalities, and public institutions;
  • Lead on the coordination of visits of donors, and/or partners related to the programme

In addition:

  • A Bachelor’s degree in a relevant discipline such as development studies or equivalent experience
  • 3-5 years’ experience within the humanitarian sector in a senior role in conflict environments, or displacement and refugee crisis.
  • Project cycle management experience, including work planning, budgeting, reporting, and monitoring & evaluation
  • Demonstrable understanding of the gendered dynamics of protection and WaSH work with a strong emphasis on the gendered aspects of conflict, violence and abuse.
  • Ability to work in partnership with civil society organizations in Lebanon, and local authorities.
  • Diplomacy, tact and negotiating skills.
  • Good interpersonal, influencing and communication skills.
  • Proven team leadership and ability to work independently as required.
  • Excellent English and Arabic language skills are essential.
