OBJECTIVE OF THE POSITION:
Under the supervision of the Finance Manager of Lebanon Mission, the Finance Officer takes charge of the mission’s daily financial operation in compliance with donor and the programmes financial framework
Location: Beirut with frequent movement to the area of intervention
Responsibilities
Responsibility 1: Manages the availability of financial resources for HI Lebanon
Objectives: to ensure sufficient money to carry out activities is available in the mission
Benchmark: calculation of the cash forecast is accurate, calculation of monthly regular costs, Cash payments completed on time; collaboration with other departments is smooth.
Activities:
Support the budget managers to elaborate accurate monthly cash forecast
Compile the monthly cash forecast from all budget managers and send it to the Finance manager for subsequent action with close collaboration with the accountancy team
Processes the payments and reception of cash/transfers during appropriate hours and in the field if needed
Prepares the cheques for payments and ensures they are dully signed by the authorized persons.
Registers the entries in the logbook for each operation and controls the coherence between the log book and HI procedures
Ensures there is no cash shortage by anticipating cash withdrawal, informing the line manager in order to prepare the withdrawal request.
Performs weekly and monthly cash counts with the accounting officer and with other designated persons.
Filing of accounting documents, including in scan-it as advised by HI procedures
Responsibility 2: Supports the finance manager to manage budget updates and allocation, including for partners
Objective: to carry out timely changes in Navision for budgetary matters
Benchmark: all analytical modification is done every month and when required, budget are updated.
Extracts the budget monitoring and follow up on monthly basis and whenever required
Updates monthly indicators
Carries out manual budget changes including analytical modification, updating FBSC and resource number, forecast amount in Navision
Prepares financial time sheets for donors according to HI processes and donor requirements.
Ensures proper filing of donor documentation (contracts, amendments, diverse communication etc.)
Elaborating, updating and implementing allocation tables not only of staff costs but also including other running costs such as car and office rent, communication, utilities, maintenance, stationeries and supplies (TAFF)
Responsibility 3: Assists the finance manager in preparation of financial audit and donor financial report
Objective: to provide timely and accurate audit documents and draft of financial report
Benchmark: documents required by audits are provided timely and accurate, donor financial reports are prepared timely and accurately
Activities:
Pulls out financial documents such as donor contract, partner contracts from the archive for audits
Compiles and checks audit requirements from other departments prior to submission
Drafts calculations needed for the auditor
Drafts donor financial reports

EDUCATION AND EXPERIENCE:
University graduate in the field of accounting or Finance
At least 3 years experiences of accounting and/ or Finance
Previous work experience with I/NGO is needed
Advanced in English (French a plus)
Arabic is mandatory
Excellent communication, diplomacy and negotiation skills
Good organizational skills
Good oral, written communication and presentation skills
Excellent capacity in team work
Excellent adaptability

Basic salary range for the position : The Finance officer is going to be paid according to the experience and to HI salary Grid.
