Finance and Administration Manager

PROJECT OVERVIEW

Since August 2020, US-based ECODIT LLC (ECODIT) has been implementing the USAID- funded Diverting Waste by Encouraging Reuse and Recycling (DAWERR) Activity (the Activity), a five-year project that aims to establish sustainable and replicable integrated solid waste diversion and valorization solutions in different rural areas in Lebanon, leading to improved social and economic well-being for Lebanon’s population.  Working concomitantly with municipalities, local communities and the private sector, the Activity will (1) develop sustainable composting value chains for organic waste, and strengthen existing recycling value chains (RVCs) for inert recyclable materials in select municipalities serving as pilots initially, and then support replication by other municipalities across Lebanon building on lessons learned from the pilots; and (2) implement integrated Solid Waste Management (SWM) solutions for unions or clusters of municipalities.  

 

DUTIES & RESPONSIBILITIES

Under the overall management of the Chief of Party (CoP), the Finance and Administration Manager (FAM) will be responsible for the financial and administrative activities of the Office in Beirut. S/he will manage project finances -including financial tracking, financial oversight of sub-contractors and grantees, and financial reconciliation and reporting-, human resources, and oversee administrative support to the project team, in compliance with USAID regulations, ECODIT policies and procedures, and local laws and regulations. The FAM also will work closely with the ECODIT Home Office (HO) team on treasury management and accounting. S/he will anticipate and effectively address needs, risks, and issues to facilitate project implementation. The FAM will report to the COP and will supervise a Finance and Administration Coordinator (FAC).

 

Specifically, the FAM will:

  • Coordinate with the CoP and the technical team to track budget spending, forecast expenditure on a quarterly basis, and play a leading role in budget realignments as needed;
  • Work with the HO to ensure high-quality financial deliverables are submitted to USAID on time (financial reports, accruals report, monthly invoices etc.);
  • Establish and maintain finance systems and accounting controls according to ECODIT and USAID standards;
  • Prepare and monitor cash flow, advance requests, and reconciliations;
  • Ensure timely and accurate processing of transactions, conforming to established accounting standards;
  • Review and comment on sub-contractors, grantees, and consultants invoices, and provide coaching as needed
  • Serve as the primary point of contact for auditors, legal advisors, banks, tax authorities, social insurance authorities, and others;
  • Manage all legal documents related to ECODIT’s Office in Beirut;
  • Ensure project compliance with local labor laws and associated rules and regulations;
  • Supervise and administer timesheets and payroll, create and maintain a leave/benefits tracker, ensuring that staff receive salary payments in a timely fashion, and that withholdings or deductions are made;
  • Oversee the talent management process by ensuring performance evaluations are conducted on time and according to a clearly defined process, and advising and monitoring staff development opportunities; 
  • Ensure that all staff comply with ECODIT’s Code of Ethics and Business Conduct, HR policies, and related requirements.

 

The FAM will be based in Beirut, and may be expected to travel to other locations in Lebanon, as needed, to execute the above duties and responsibilities.

 

MINIMUM REQUIREMENTS

  • Bachelor’s degree in finance or accounting;
  • At least seven years of experience in financial management and administration, including at least two years in a managerial role;
  • Demonstrated USAID experience and familiarity with USAID rules and regulations;
  • Proven experience and understanding of the international development sector;  
  • Knowledge and experience with accounting procedures and principles in Lebanon;
  • Previous experience in human resource management;
  • High ethical standards;
  • Strong organizational skills and attention to detail; and  
  • Demonstrated professional oral and writing skills in English and Arabic.
