Officer, Talent Acquisition (Repost)

Job Summary: 

Under the supervision of the Manager HR & Administration the Officer provides recruitment and talent acquisition support for the HR department. He/she will be responsible for implementing national recruitment process ensuring timeliness, quality, and compliance with organizational standards.

Main Tasks and Responsibilities:
The applicability of each duty and responsibility may vary depending on (1) the country program projects implementation and (2) its staffing management.

The country program projects implementation could be for (1) an emergency response domestically or internationally or (2) existing development projects internationally.

The staffing management will be applicable according to International Medical Corps proposal activities and its current representation in country. The duties below are representative of general scope for this job profile and will be applicable accordingly for staff management of (1) national staff only, or (2) international staff only, or (3) both national and international staff.

Main Tasks and Responsibilities:

  • Develop, facilitate, and implement all phases of the recruitment process in collaboration with hiring manager.
  • Identifies and implements efficient and effective recruiting methods and strategies based on the available role, standards and the needs of the organization.
  • As applicable, develop and maintain relationships with hiring managers to facilitate the recruitment of volunteers when working with emergency response programs and positions.
  • Responsible for job posting and advertisement processes.
  • Responsible for longlisting of the candidates and providing the applications to the hiring manager
  • Schedules written tests & interviews; oversees preparation of interview questions and other hiring and selection materials in collaboration with the hiring manager.
  • Assists with the interview process, attending and conducting interviews with hiring managers, and other stakeholders.
  • Conduct thorough reference check and coordinate BI checks and other necessary background checks, making job offers contingent upon successful completion of reference checks.
  • Collaborate with hiring managers and HR staff to negotiate job offers.
  • Ensures compliance with local employment laws and regulations, and organizational policies.
  • Attends and participates in college job fairs and recruiting sessions.
  • Maintains high standards of confidentiality of all employee records and information.

Minimum Requirement:

  • Typically, a Bachelor degree in HR management, Psychology or relevant studies
  • Typically, 2 years’ experience in talent acquisition and recruitment.
  • Previous experience with International Medical Corps is a plus
  • Excellent Interpersonal and communication skills
  • Patience, perseverance, proactive, self-motivated and ability to work in stressful environment
  • Ability to take initiative, and willingness to take on new responsibilities
  • High degree of professionalism and strong work ethic
  • Ability to prioritize work and multi-task in a fast- paced environment with shifting priorities
  • Capacity to work both independently and as a member of a team.
  • Developing knowledge is required at the intermediate level, considerable knowledge is required at the experienced level, and thorough knowledge is required
  • Ability to select and compile data for correspondence or reports
  • Ability to meet schedules and deadlines of the work area.
  • Fluency in written and spoken language(s) as required
  • Expert in main computer applications (Microsoft Office Applications…)
