  1.  Background

In the framework of the Lebanese German cooperation between the government of Lebanon and the government of Germany, Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in close cooperation with the Lebanese partner ministry “Ministry of Social Affairs” (MoSA) is implementing the “Local Development Program for Urban Areas in North Lebanon” (UDP_NL). The programme is commissioned by Federal Republic of Germany and co-financed by the European Union.

The Local Development Program for Urban Areas in North Lebanon (UDP_NL) proposes as an overall objective to contribute to political stability in North Lebanon through addressing critical issues to stability and conflict prevention in that region: more inclusive economic development and social stability. The main target groups are vulnerable youth and women. The specific objectives of the programme are the following:

  • Specific Objective 1 (SO1): Reduction of the social frustration in North Lebanon. The programme will tackle the social frustration linked to a) poverty - unemployment and b) poor environment urbans.
  • Specific Objective 2 (SO2): Strengthening of inter-communitarian relations in North Lebanon. The programme seeks to strengthen these relations notably by improving the inter-communitarian relations at youth and children level.

This request for Expressions of Interest (EOI) is launched to support the Modul 1 of UDP_NL which aims to contribute to more inclusive economic development. The Module is tackling poverty and unemployment by promoting income generation capacities particularly of youth and women, by delivering Welding Training for 100 youth and women.

 

  1. Objective

This request for Expression of Interest (EOI) is intended to identify an experienced service provider in Welding Training to:

  • Successfully train 100 youth and women in the field of welding
  • 30 youth and women to be successfully trained in the field of pipe and plate/ ARC welding
  • 70 youth and women to be successfully trained in the field of ARC welding
  • Preparation of the trainees for an external assessment in the mentioned fields of training
  • In addition, the service provider will support the trainees in finding a job after the end of the training.
  • The service provider will implement 10 training courses in the 2 mentioned fields over a period of up to 12 months

These partners will be asked in a next step to prepare detailed technical and financial proposals.

GIZ UDP_NL (2018-2023) aims to deliver Welding Training for Youth and Women in T5, and to support them by an accreditable certificate from experienced Engineering Consultancy Company.

 

The total duration for each phase of the training is 150 hours. The training course is divided into theoretical phase (40 hours), first aid and firefighting (10 hours), and practical phase implemented as on the job training (100 hours). The established approached consists of a formative assessment to be conducted by the trainer following the 40 hours of practical training at the service provider training centre and a summative assessment following the finalization of the 150 hours of training for 30 days.

 

The goal is to at least create or sustain jobs in the current economic situation.

GIZ expects the service provider to have tested formats, have a pool of experienced project manager, coordinator, financial expert first aid and welding experts. and the necessary human resources to implement the activities.

The support offers will need to be conducted in North Lebanon (T5).

 

Qualifications and Requirements

Eligibility Criteria:

  • The service provider must have experience in welding
  • The service provider should have a good understanding of the challenges and opportunities in construction sector in the governorate of North Lebanon (T5) and a good network among companies in the North.
  • The service provider should have experience in Pipe and Plate/ ARC  steel welding and the needed electrical topics
  • The service provider must be registered under the Lebanese rules and regulations
  • The service provider most has an equipped training venue for welding
  • The service provide shall have proper welding boxes according to standards in welding

The applicant shall submit Expression of Interest (EOI) to LB_quotation@giz.de on Tuesday 26.04.2022 by 23.59 Beirut Local times at latest accompanied by copies of all the required documents (listed below) with name and contact details containing the following:

  • A concept note describing the specific related experience.

 

The concept needs to contain a description how the activities can be implemented under the current restrictions due to COVID 19.

  • A description of the service provider, including relevant past projects in in the steel construction and welding trainings
  • A description of the team potentially working on this project and their experience; provide CVs of the team
  • A description of legal form
  • The registration papers
  • The ministry of finance registration
  • Company Profile.
  • accreditation certificate for welding
