Human Resources Manager - Zahle

Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.  

WE WORK IN LEBANON AGAINST COVID-19 

  • Focusing on Syrian refugee population and Lebanese host communities,  
  • mobilization committees, 
  • isolation centers,  
  • municipalities and service providers. 
  • Conducting training for health personnel.  
  • Distributing disinfection and dignity kits.  
  • Installing latrines for people with specific needs in Aarsal.  
  • Carrying out channel cleaning to ensure proper drainage. Distributing water through tanker trucks.  

The Human Resources Manager will be responsible to: 

  • Support the mission in implementing the current HR policies and package. 
  • Ensure proper compensation and benefits administration, contracts Management, staff development and training, employment policies, personnel record-keeping, workers compensation and medical benefits systems. 
  • Report directly to the Deputy operations coordinator in order to ensure sufficient follow up, however the overall HR management of the mission remains the responsibility of the HR Coordinator.

Objective 1: Staff Management - Implementation of HR policies and Administration

  • Implement the national staff regulations and related policies and propose changes when necessary in order to continue complying with labor laws. Any adjustment of existing HR policies or addition to new ones will require prior discussion with the HRCo and his/ her validation.
  • Apply and make sure that ACF texts and the charter are applied
  • Assure that the Staff regulations as well as the Labor Laws of Lebanon are being followed.
  • Follow the employees leave plan and attendance. 
  • Ensures HR administration is accurately maintained as per ACF and local regulations
  • Ensures complete and up-to-date personnel files are maintained for all locally hired staff.
  • Prepares and monitors the details of all local labor contracts. Ensures all staff has valid employment contracts and updated job descriptions.
  • In coordination with Managers, make a planning of annual leave in the mission in addition to follow up on annual leave planning and execution of the bases
  • Ensure each staff in the mission has a valid ID card
  • Cross individual staff files and carry out personnel files audits periodically
  • Keep HRIS fully and accurately updated with all employee data

Objective 2: Pay and Benefits: Implementation of Policies and Payroll Management

  • Manage payroll processes to ensure that employees are paid correctly according to their contractual entitlements and manage salary sacrifice arrangements.
  • Collect and check salaries data of the base before submitting to the HR Coordinator for validation
  • Ensure that calculations of end of contracts benefits are correctly done before approval by the HRCo to avoid potential labor disputes and/or legal cases.
  • Implement the medical benefits policy: collect employees’ eligible dependents details and legal documents, maintain a database and a proper medical expenses reimbursements tracking sheet for the overall mission.
  • Responsible for collecting monthly timesheets, pays lips, attendance sheets, and relevant documents to monthly payroll payment.

Objective 3: Support the Recruitment for Zahle Base

  • Collect the Recruitment Request Form and Job Description and validate them through Coordination and HRIS
  • Report to HR Coordinator any challenges encountered
  • Ensure the first screening of CVs
  • Organize and ensure follow-up of the recruitment process with the Program Managers, and participate in interviews and ensure that best practices are observed
  • Update the contract calendar and ensure that timely renewals and notices are received by all staff
  • Calculate the salary of new employee and prepare the Job Offering email to send to HR coordinator for validation
  • Keep Watch Dog reports updated for all base employees.
  • Keep HRIS fully updated with JD’s, reference checks, Watch dog reports, interviews, and historical background for interviewed candidates.
  • Keep the recruitment trackers up-to-date and share regular updates with recruiting managers and HRCO in addition to ensuring base recruitments are closed on agreed timelines.

Objective 4: Performance Management: Implementation of the Appraisal system and support HR coordinator on performance analysis

  • Follow up the job descriptions revision/update process for national staff;
  • Compile completed appraisals, update the base evaluations tracking sheet as well as the annual training plan tracking sheet and submit them to the HR Co for analysis and action;
  • Assist in training the staff in the use of HR tools and policies (including the Code of Conduct, HR policies and protocol, HRIS)
  • Participate in the development and implementation of a ‘Continuous Professional Development’ framework, including talent management, appraisal and performance management systems

Objective 5: Onboarding and Exit: Managing all the steps

  • Organize the induction process for new staff (including briefings)
  • Create the new employee file
  • Ensure exit interviews for all employees

Objective 6: Overall Management of the Base and Reporting

  • Ensure Internal Communication on New employee, new recruitments, any others requested by HRCO, Operations coordinator, and deputy operations coordinator.
  • Inform and coach managers on HR procedures, policies and best-practices, as per their needs.
  • Ensure that ACF policies and procedures are monitored and maintained.
  • Follow the HR calendar (monthly and annually)
  • Attend the HR monthly Meeting

Objective 7: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 8: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
  • Promote Gender Balance in teams when recruiting  

Requirements:

Training/ Education:

  • Bachelor’s degree in HR Management, Business administration, Management Information System (MIS), Communication, Finance, psychology, or any related discipline
  • Post Graduate qualification in Human Resource Management, project cycle management will be an added asset.

Technical specific knowledge:

  • Ability to communicate and perform within an international and multicultural team. Communicate effectively, verbally and in writing, to a diverse audience.

Previous experience:

  • At least 5 years of professional experience across all HR disciplines, including employment,

Benefits, compensation, employee relations, training and development, workers compensation, training, staff care, performance management, recruitment, and conflict resolution.

  • At least 3 years of experience in team management.
  • Experience with conflict management and resolution.
  • Experience working with a diverse workforce.
  • Demonstrate high level of training skills
  • Highly resilient candidate with ability to work in moderate- hight stress contexts.

Humanitarian sector knowledge:

  • Prior experience working with a non-profit international or national organizations

Action Against the Hunger knowledge:

  • Not a compulsory requirement

Languages:

  • Compulsory: English and Arabic

IT and specific systems:

  • Excellent computer skills, including outlook, word processing, excel spreadsheets, payroll software’s, human resources systems, and power point.
  • Experience in working with online shared archiving drives such as cloud and TEAMS.
