Main Role:
The Program Officer position forms part of the Danish Red Cross (DRC) Country Office.
The program Officer works closely with the DRC team – under the supervision of the DRC Program Manager - to ensure the programs portfolio, funded by DRC, is well managed.
Essential Responsibilities and Duties
Program Implementation:
- Establish a strong network among LRC, PRCS-L and other Red Cross Partner colleagues.
- Support proper project planning, implementation, monitoring, reporting and evaluation of DRC supported projects.
- Follow-up with the LRC and PRCS-L focal points on relevant components of the projects.
- Ensure that funds transferred at the country level, for the implementation of the projects, are used as per the project document
- Identify areas for possible improvements in existing programs.
- Support the development of new program documents and funding applications
- Support the implementation of reviews and evaluations and the follow-up on its findings and consequences.
Reporting and Administration:
- Assist DRC produce timely and quality narrative and financial quarterly reports.
- Liaise with LRC Planning Unit and the involved sectors, to strengthen data collection and reporting.
- Liaise with PRCS-L and support data collection and the development of narrative reports.
- Ensure project agreements and amendments are signed by the relevant parties at both DRC HQ and LRC/PRCS-L.
- Ensure all program related documents are properly stored on Atlas, DRCs ERP system.
- Support compliance with DRC rules and regulations related to program implementation.
- Maintain a rolling timeline that compiles all key project milestone dates and deadlines for the projects and support the team meeting these deadlines.
- Participate and help organise visits to Lebanon for Donors, Consultants, and DRC HQ staff.
- When required, contribute towards the roll-out of M&E tools.
- Ensure continued dialogue with the Program Manager and the rest of the DRC team.
Communication and networking:
- Establish a strong network among LRC/PRCS-L staff to ensure continued positive communication between the partners.
- Assist the country team develop communication materials relevant for potential donors.
- Support with Graphic design of internal and external materials.
Experience Needed:
- Natural Arab speaker, with very good proficiency in English language for oral and written communication.
- Sound experience in humanitarian work and cooperation, preferably within LRC.
- Strong experience in project reporting, planning, and monitoring.
- Basic understanding of budgets, accounting ledgers and journals
- Ability to deal with complex tasks and tight schedules, sometimes also outside regular working hours.
- Structured working capacity.
- Good computer knowledge as user.
- A valid driving license and the ability to travel will be an asset
- Good communication and networking skills, towards colleagues as well as towards management and other stakeholders.
- Willingness to go on field-trips and to engage respectfully with beneficiaries and other stakeholders
- Open, honest and committed to working as part of a team and with partners.
