1- GENERAL OBJECTIVE
The Humanitarian Affairs Officer supports the Humanitarian Affairs Manager and the Field Coordinator to facilitate implementation of activities and ensure coordinated humanitarian access, by :
- Support the Humanitarian Affairs Manager to monitor the context, identify the potential constraints that may hinder proper access to the assisted populations within the area of intervention;
- Report all changes potentially affecting the access to populations in needs of humanitarian assistance;
- Report incidents affecting PU-AMI operations and staff in the area of intervention;
- Ensure proper internal coordination and communication with the program and support teams.
- Support the Humanitarian Affairs Manager in preparing the internal and donors’ reports as required;
- Ensure the safety means for field teams based on the available resources;
Support in liaising on constant basis with key stakeholders (donors, municipalities, associations, etc.) upon delegation from Humanitarian Affairs Manager and Field Coordinator
These actions are undertaken for his/her geographical area of responsibility defined by the HAM and the Field Coordinator
- RESPONSABILITIES AND TASKS
Humanitarian Access monitoring
Support the Humanitarian Affairs Manager in the humanitarian access monitoring within the area of intervention to:
- Be up to date with the contextual changes (security, political, humanitarian, economic, etc…), that may impact the implementation of PUI projects/activities; and access to the areas of intervention.
- Provides a weekly press review to the mission
- Provide a weekly SITREP; updating the humanitarian context analysis shared with the Humanitarian Affairs Manager;
- Ensure that the common speech of the NGO is disseminated to staff and enforced at field level towards local stakeholders and beneficiaries;
- Ensure data collection, crosscheck and in-depth analysis of information related to the context within the area of intervention; provide regular and ad hoc (if needed) formal reports to the Humanitarian Affairs Manager;
- Be aware and up to date of all projects activities of Saida Base;
- Participate in regular or ad hoc humanitarian meetings, take notes and provide qualitative minutes/reports when needed;
- Immediately alert the Humanitarian Affairs Manager in case of impending danger, or incident affecting the teams and/or the assisted population;
- In case of incident related to humanitarian access affecting PU-AMI teams or activities, report immediately, orally to the Humanitarian Affairs Manager, and provide access incident report in the 24 hours following the incident.
Contribution to safety and security management
- Participate in the elaboration and constant update of security documentation
- Monitor the overall daily staff movement in the hostile areas within PU-AMI areas of intervention, and provide regular feedback to staff on safety when requested by the Humanitarian Affairs Manager;
- Ensure follow up of incidents affecting PU-AMI staff, provide regular updates to Humanitarian Affairs Manager and Field coordinator, and provide incident report in the 24 hours following the incident.
- Support the Humanitarian Affairs Manager to guarantee a smooth communication with local stakeholders and all departments of Saida Base.
- Support safety of staff during working hours through a proper communication set-up. In coordination with Humanitarian Affairs Manager, Logistics Manager and local authorities when needed.
- Support the Humanitarian Affairs Manager and Field coordinator to set up a wide network of focal points in the area of intervention;
- Support the Humanitarian Affairs Manager and Field Coordinator in the organization and facilitation of humanitarian access;
- Provide contextual briefings as a part of new staff/visitors induction plan when requested by the humanitarian Affairs Manager;
- Support the field teams in the implementation of activities and distributions in safe manner
- Monitor the respect of operation rules and procedures agreed with relevant stakeholders.
- Pay strict attention to the humanitarian principles and monitor compliance of PU-AMI’s staff and activities in that regard;
Representation and external coordination
- Attend and participate in the relevant meetings with local partners, stakeholders and donors, take notes and provide qualitative minutes/reports when requested;
- Participate in the overall representation of the organization towards local actors, and provide qualitative minutes/reports, when requested;
- Support the Humanitarian Affairs Manager in the communication and networking with all relevant stakeholders, by organizing regular bilateral meetings to provide updates on PU-AMI’s activities, facilitate humanitarian access, identify jointly needs and populations of concern (PoC).The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs
3- MAIN PRIORITIES OF THE DEPARTMENT – FOR FIRST 3 MONTHS OF EMPLOYMENT
- Develop stakeholder networking in the areas of intervention;
- Follow up on the humanitarian affairs and security situations within the area of intervention generally
- Support the Humanitarian Affairs Manager in the liaison and communication with PU-AMI Saida base project stakeholders.
- Support the implementation of the emergency projects (responding to Beirut blast and COVID-19) in the area of intervention.
- Follow up the field activities in the area of intervention and support the field teams in the smooth implementation of the regular project activities
QUALIFICATIONS
MANDATORY REQUIREMENTS
- Language Skills: Fluent in Arabic and English (speaking/ reading/ writing).
- Education Degree: University degree in Humanitarian Affairs or a related field.
- Work experience: 3 years’ professional experience in humanitarian access function, specifically in the area targeted
- Good knowledge of the area of intervention and needs prevailing in the area
- Computer skills: Very good knowledge in Microsoft Office (Word, Excel, Outlook), Google Earth and Google Maps, notions in using ARCGIS.

Valid driving license (For minimum 2 year)
