WeWorld-GVC has been working in Lebanon since 2006 and is now supporting vulnerable populations through emergency WASH, shelter, basic assistance and protection interventions as well as Water Governance and Local Economic Development programs aiming at increasing the resilience of the concerned communities, in the Bekaa Valley and Akkar.
WeWorld-GVC is implementing projects supporting public water, waste-water, and irrigation services in partnership with other organizations and funded by different donors (AFD, EU-MADAD, EU-ENI). WeWorld-GVC’s Water Governance Program uses a three-pillar approach of (i) Infrastructure Improvement to improve service delivery, (ii) Capacity Building to improve Water Establishments’ management and cost-recovery, and (iii) Community Engagement promoting water accountability and public participation. In coming years, WW-GVC, in collaboration with its partners, will be expanding its Community Engagement to include Participation and Inclusion dimensions, developing and implementing more Participatory Water Governance interventions, and facilitating multi-stakeholder River Basin Management in the Asi/Orontes basin.
Position Title: River Basin Specialist
Duty station: El Ain, Baalbek-Hermel Governorate
Reporting to: Project Manager
KEY RESPONSIBILITIES
Program Execution (60%)
- Ensure the quality execution of the River Basin Management (RBM) component of HawkaMaa-EU targeting the Asi/Orontes river;
- Ensure the quality execution of the Grassroots-Identified Interventions and WaterWise Trainings at the basin scale;
- Prepare and supervise the execution of detailed workplans for the RBM component, aligning them with both the Water Governance and Livelihood programs’ overall workplans;
- Assist, support and/or supervise contracted consultants or subgrantees in conducting studies, participatory consultations, stakeholder negotiations, or other fieldwork etc.;
- Conduct assessments, surveys, and studies in line with established procedures and in coordination with the MEAL department;
- Identify and engage stakeholders across all RB communities, ensuring participatory and inclusive participation;
- In coordination with relevant Project Managers, identify the financial, logistic, and human resource requirements for the successful adoption of the RBM approach within their projects;
- Plan and supervise the implementation of local communication and awareness campaigns, if any, and gauge reception and feedback to feed existing tools and methodologies;
- Ensure timely and accurate reporting, advising on bottle-necks and corrective measures, and ensuring supporting documentation is properly archived.
Coordination and Representation (40%)
- Ensure effective coordination and information sharing among the project teams, and facilitate integration of lessons learned and cross-program synergies;
- Establish and maintain networks with local operational and institutional interlocutors, especially local authorities, public institutions, and community leaders;
- Act as WW-GVC’s focal point within the Participatory Water Governance Task Force of the HawkaMaa-EU consortium;
- Represent WW-GVC at relevant public, coordination, and representation fora involving local stakeholders.
