CONTEXT

MSF Lebanon Branch Office opened in 2019 after approval in June 2018 by the International Board.  Today the Branch Office (BO) mainly consists of a Human Resources team with a core mandate to secure and develop a mobile workforce from the region deployable to  MSF operations worldwide, a Communications team that provides communication advisory and capacity to meet MSF’s institutional and support operational communication needs, in addition to a growing operational support team including a decentralized medical unit (MEMU) that is focused on Antimicrobial Resistance (AMR) in MSF’s global portfolio in addition to a regional technical support team (METSU).

Today around 30 employees are based in MSF Lebanon, most of them located in Beirut with a smaller team in Cairo.

During its first phase, MSF in Lebanon focused on building the capacity of a new team, creating a nascent presence in civil society, raising awareness of MSF, building relationships with medical and academic institutions and articulating relevant operational support to the projects in the region. Today, the HR team contributes a growing number of staff to MSF’s HR pools. The communication team creates Arabic content for MSF’s target audiences in the region and is building awareness and understanding of MSF in Lebanon and Egypt and an increasing number of operational support medical and non-medical expertise is based in Beirut supporting MSF operations in the region and the world.

MSF Lebanon is expected to continue building MSF’s profile, anchorage and acceptance in Lebanon and Egypt and to keep developing its institutional position focused on communications, field recruitment and operational support activities.

Lebanon is a rich and complex operational environment; MSF has been responding to medical humanitarian needs in Lebanon continuously since 2008. The Executive Director (ED) of the Branch office is expected to support the work of operational colleagues, identify synergies where and when possible and safeguard MSF’s profile and work in the country.

MAIN RESPONSIBILITIES

To contribute to operational needs by providing quality HR to MSF.

In compliance with MSF recruitment principles, criteria, policies and procedures: 

  • You are responsible to recruit the future International Mobile staff resident in Lebanon and Egypt for MSF field positions;
  • You actively explore creative ways of sourcing and build a network of key stakeholders for our recruitments
  • You are an active team member of the Branch Office Team, supporting on HR administrative tasks the domestic HR of the Lebanon Branch Office.

DETAILED RESPONSIBILITIES

  1. Efficiently process applications received for the international mobile staff pools
  • Together with the field HR field team, implement and lead the selection process od International Mobile Staff profile according to the needs and manage all steps of the recruitment process according to the criteria laid out by the technical and HR departments;
  • Ensure a qualitative and timely screening and follow-up of the applications who arrived through our Applicant Tracking System (HERO), meeting deadlines for contacting the candidates and providing them with appropriate information on their file status; by providing constructive feedback to all the candidates who have gone through the selection process, whether they are ultimately selected or not;
  • In a timely manner, write reports of the pre-screen interview and the Competency Based Interview (CBI) done, as well as the reference check; and add any information and document needed in HERO to make the file as comprehensive
  • Once an individual is recruited, conduct a qualitative debriefing of the interview with the candidate and you will hand over the file to the concerned Development Advisor (DA).

 

  1. Contributes to improved sourcing and employer branding
  • Explore the Lebanese and Egyptian job markets and identify the specific potential of each market in regards of MSF International Mobile Staff needs.
  • Create a network (universities, professional syndicates…) to advertise our job vacancies and opportunities to join the International Mobile Staff pools to relevant potential applicants
  • With support of the communication teams, organize creative and impactful events to make MSF more visible as an employer of choice in Egypt and Lebanon.

 

  1. Contributes to inputs in order to nourish and guide when needed the General MSF HR strategy
  • Quarterly data analysis and compilation of trends in term of recruitment, needs and market trends.
  • Contribution to general HR Reporting and statistics. 
  • Involvement with the pool managers, development advisors and other recruiters in the analysis of the pool to make sure MSF’s future needs will be fulfilled. 
  • Input to the organization on the new recruit’s future potential (e.g., ambition, competences, commitment to MSF) in order to give MSF insight in its current population and to identify the areas where action is needed in order to fulfill future needs. 
  • Under the request of the HR director, takes-on extra projects that contribute to improving talent management of our field staff.

 

  1. Administrative HR Support (around 20% of the time)

Under the management of the HR manager:

  • Execute employee contract related activities (file opening and formal documentation archiving, personal data updating, amendments, termination dates supervision, etc.) in order to ensure legal compliance.
  • Present and explain contract terms and the content of Internal regulation (rights and obligations) to newly recruited personnel in order to ensure legal compliance and local integration.
  • Collect the variable pay slip elements on Homere (paid holidays, sick leave, unpaid leave, etc.) in order to ensure accurate and on time payroll payment (around 30 employee)
  • Supervise the payroll process, checking the list of employees and amounts payable in order to ensure accuracy and on time payroll payment (around 30 employee)
  • Support HR domestic recruitment needs: advertise, shortlist and if needed present HR in recruitment Panel

REQUIREMENTS

Education:        

  • Minimum a BA degree in HR/Admin , Psychology or related social science
  • Master Degree in human resources is a plu s

Experience:

  • At least 2 years of professional experience in Recruitment duties.
  • Experience with MSF is a plus
  • Experience in recruitment in a multicultural and international environment is an asset
  • Knowledge of competency-based selection process is a strong asset

 

Competencies:

  • Fluency in English and Arabic (oral and written) is essential; French, Portuguese, Spanish: assets  
  • Strong computer skills, including MS Office applications 
  • Able to work independently in a fast-paced environment with a dynamic team 
  • Excellent interpersonal skills, effective networking abilities and organizational sensitivity 
  • Excellent communication skills, ease of contact, “human touch” are key skills in this role
  • Demonstrable experience in interviewing skills 
  • Excellent judgment and skilled in diplomacy

CONDITIONS

  • Full time position, based in Beirut. One or two trips abroad per year may be required
  • Position on Level 09 on the MSF function scale
  • Permanent position: minimum moral engagement of 2 years, according to the contractual MSF Lebanon frame: first contract of Six months then renewed under a fixed permanent contract.
