Background:

FHI 360 is implementing the USAID-funded Lebanon Civic Action Accelerator Program (LEB-CAAP), a $15m civil society strengthening program (2021-26) that supports advocacy and increased public understanding of rights-based reforms at the national and local levels, improves the delivery of essential services delivered by non-governmental organizations (NGOs), and offers targeted organizational development support to civil society organizations (CSOs).
Through this Request for Proposals (RFP), FHI 360 is seeking the services of a Graphic Designer to support LEB-CAAP upcoming events. The Graphic Designer will create multiple visual concepts for activities that are being implemented simultaneously between June 24, 2022-August 31, 2022. All products must be produced in accordance with FHI 360 and USAID branding and marking guidelines.
Scope of Work:
Tasks include but not limited to:
- Creating a visual identity and concept for LEB-CAAP including color palettes, patterns, etc.
- Designing Event Kits including but not limited to digital booklets (agenda, speaker bios, etc.), invitations, roll-up banners, guidance signs, PowerPoint, and other materials as requested
- Designing PowerPoint slides/info graphics, and visuals for specific program interventions
- Developing templates and graphic images for social media posts (with individual posts to be delivered 24 hours in advance of posting on LEB-CAAP pages)
- Producing the design and layout for a 10–20-page narrative report that will require graphics and/or data visuals within its body. The report will be in English and Arabic.
- Develop vectors and illustrations to support video productions, as needed
The successful bidder will be required to submit Adobe Illustrator, Photoshop, InDesign Project File & MS Template for each deliverable. The successful bidder will be expected to allocate a minimum of 20 hours per week to complete the above tasks. Final level of effort (LOE) will be agreed upon during the contracting phase with LEB-CAAP in line with a pre-defined work plan of tasks and deliverables for the first 3 months of the consultancy period.

Requests for clarifications regarding this RFP must be made in writing by email no later than June 17, 2022, by 12:00 PM to allow sufficient time for any reply/amendment to reach all bidders before they submit their offers. All inquiries must be e-mailed to: lebanon.procurement@fhi360.org.
No clarifications will be offered by phone or in any way other than by email. Any additional information given to a potential bidder will be considered an amendment to this RFP and will be provided to all other potential bidders.
The proposal and all documents and correspondence relating to the tender exchanged by the bidder and FHI 360 shall be in the English language. The bidder’s offer shall remain valid for ninety (90) days after the date of submission.
Bids received after the exact date and time specified may not be considered. All risks of late mail or courier delivery or non-delivery of e-mail shall be borne by the bidder. An evaluation committee will review, and score offers within 2 days of the due date after which offerors will be informed of their status.
Evaluation Process:
The Evaluation will happen through two stages:
Stage 1 – Bidders’ proposals will be scored per the criteria listed below (Criteria for Stage 1), including up to 30 points for their experience highlighted in their submitted portfolio validated by the client references plus their qualifications as explained in section D of this RFP. In addition, up to 40 points are possible for the proposed methodology included in the narrative proposal, and a potential 30 points for the best value for the costs included in the cost matrix. The evaluators will shortlist candidates with the highest scores and invite them to proceed to the second stage of the evaluation process.
Stage 2 – For the second stage of the evaluation process, FHI 360 will invite the shortlisted candidates to complete and present at test assignment. Shortlisted candidates will receive a test assignment 24 hours before their scheduled interview. The shortlisted bidders will be asked to present their completed test assignment during the interview.
