ABOUT LTA

The Lebanese Transparency Association - No Corruption (LTA) is a Lebanese NGO that was established in 1999 with the aim of reducing rampant corruption in Lebanon, promoting the principles of transparency and accountability, establishing the rule of law and respecting the fundamental rights inaugurated in international laws and the Lebanese Constitution, by focusing on systematic improvement, building alliances, and encouraging civil society organizations to take measures towards transparency and accountability. LTA later became the national chapter of Transparency International (TI).

 

LTA has worked to enhance transparency in the public and private sectors in Lebanon for more than a decade, by implementing a number of projects that ranged from contributing to the development to lobbying the anti-corruption laws (such as the draft law on the Right to Access to Information, the Whistleblowers Protection Law, the Asset and Interest Declaration and the Punishment of Illicit Enrichment Law etc.), and the monitoring of parliamentary and municipal elections since 2009, in addition to other projects aimed at empowering youth and municipalities on issues related to good governance …

 

LTA was chosen as a member of the first Independent Oversight Board (IOB) for the Reform, Recovery and Reconstruction Framework (3RF), which was launched in response to the aftermath of the Beirut Port explosion.

A Lebanon with well governed, transparent and accountable institutions, free of corruption and built on the rule of law.

 

LTA MISSION:

To promote transparency and integrity as well as prevent and fight corruption through collaboration, advocacy and active engagement, in public, private and non-governmental organizations.

 

 

ABOUT TRANSPARENT HEARTS

Transparent Hearts is an initiative led by LTA in response to the need to bring greater transparency and accountability to CSOs & initiatives working in Beirut's relief effort following the August 4th explosion.

 

This initiative aims at empowering CSOs in being transparent in their collection and distribution of financial and in-kind donations. CSOs and other entities who will join this platform will be able to undergo a full due diligence assessment with a focus on governance, transparency, integrity, accountability and development, based on a scientific methodology and set of guidelines, and disclose of information related to their relief efforts, which will allow donors, citizens and other stakeholders to be informed on their implemented efforts.


 

Each CSO will be able to upload and submit their information based on the methodology presented.

 

OBJECTIVES OF THE PLATFORM

  • Assessing the strengths and weaknesses of transparency and good governance related practices for CSOs;
  • Improving capacity of CSOs & CSOs in integrating governance practices related to transparency and accountability;
  • Informing donors, citizens and other concerned stakeholders on their programs, projects, activities, relief and reconstruction plans and efforts, history and achievements;
  • Disclosing financial information and organizational details;
  • Providing a mechanism for citizens to whistle-blow and report malpractices by CSOs.

A transparent, accountable and inclusive civil society leading Beirut Relief and Reconstruction initiatives.

 

TH MISSION:

To strengthen transparency and accountability in the humanitarian relief and reconstruction efforts of CSOs, local initiatives and International Organizations in Lebanon through good practices and principles of human rights, good governance, transparency, accountability, and efficient and effective administrative action.

 

Transparent Hearts Website - Scope of Work

This platform should introduce the Transparent Hearts initiative and its mission, while welcoming all CSOs who are submitting their information and basing the scores on their submissions according to the methodology pursued.

                 

LTA is currently looking for a digital developer who will work on revamping and updating the Transparent Hearts website.

 

ALTERATIONS AND PREFERENCES (indicative)

  • Design & Technicalities
  1. The logo should be animated beating;
  2. The language of the website should be more user friendly and warm;
  3. On the main page, there should be the option to include more pictures;
  4. There should be an online assistance bot that will help and answer the users’ questions.

 

  • The Submission Process
  1. There should be a disclaimer at first, or a code of conduct for CSOs to feel at ease when they’re sharing their information, which will allow the CSOs to accept it or refute it;
  2. The methodology should be introduced in an informative video;
  3. There should be the option of a page wizard manager that will guide the CSOs once filling in the information and uploading the supporting documents;
  4. After filling in the information, each CSO will receive a score based on the methodology proposed;
  5. If the score is lower than expected, there should be an option/button that will lead the CSO to a roadmap on how they can develop their capacities;
  6. There should be an option/button that leads to the School of Governance;
  7. Each CSO should be able to create its own account along with the reset password option;
  8. The fill in options should include required fields (*) along with some with the optional choice interpreted by ‘not available’;
  9. Once the submission has been completed, each CSO should get its own profile page, where its work/portfolio and platforms will be included, along with an option to share its story, or tell its journey;
  10. Once all is set, an email will be sent to the CSOs (generated by the Assessment focal point at LTA) to validate the supporting documents and explain the following stages;
  11. The website should generate reports to progressively reflect the progress status of each CSO;
  12. A map should be designed in order to integrate all of the CSOs’ locations on it;
  13. If the CSO gets a high score, it will earn a badge accredited by LTA.
