MAJOR RESPONSIBILITIES:
Design:
Define the reference standards to be adopted in the planned infrastructure works
Define the materials and construction tests needed to complete the works as per standards and norms
Develop specifications, drawings, and Bill of Quantities (BoQ’s) Interpret field and laboratory results
Design or supervise the design of systems, processes, or equipment for control, management, or remediation of water, waste water, air, or soil quality
Develop, implement, or manage plans or programs related to conservation or management of natural resources
Assist in proposals for WASH, infrastructure and livelihood projects.
Complete technical project documentation including calculations, BOQ’s, specifications, quality plans, method statements and drawings
Sound proposal solutions responding to needs as assessed
Implementation:
Conduct technical assessments and data analysis
Develop and continually update Detailed Implementation Plans (DIPs) for the delivery of the project.
Validate program of works and method statements submitted by contractors and suppliers
Prepare the construction work schedule and method statement for directly implemented projects.
Provide overall follow up and supervision of the engineering and construction works related to the project and provide certification reports
Supervise and manage the project construction staff and coordinate with project supervision officer
Provide technical expertise related to the planned infrastructure works carried out by the project
Track activity expenses; ensure that appropriate action is taken in a timely fashion
Check payments raised by contractors and suppliers and submit to finance.
Quality Infrastructure is implemented within the planned project timeframe and budget.
Correct payment orders
Information Management / Reporting:
Prepare a daily report and keep track of the daily progress of works.
Ensure that all infrastructure data is well managed and provides an accurate representation of the reality on the ground.
Validate the accuracy of the data, and the quality of the Infrastructure interventions.
Submit regular reports to the Project Manager.
Study and negotiate change orders and approve them when completed
Coordinate the works between consultant, contractor and client
Communicate effectively with stakeholders
Testing:
Confirm and validate water tests for sources: wells, tanks, trucks, springs,…
Witness, approve or reject all concrete, hydraulic, control tests done on site or laboratories
Deliverables are as per specifications and acceptable
Other Duties as required:
Responsible for day to day security management
Abide by the security procedures and policies and report any breaches
Participate in personal safety training as required
Be aware of emergency procedures in a response
Attend and participate in capacity building trainings locally and internationally, if any.
Attend and participate in WVL’s spiritual nurture events and
Perform other relevant tasks as assigned
Ensure personal safety and the safety of the field team.
Be an active member of World Vision staff
KNOWLEDGE, SKILLS AND ABILITIES:
Minimum education, training and experience requirements to qualify for the position:
Bachelor Degree in Civil, Industrial, Environmental, or Mechanical Engineering
4-6 Years of experience in a similar supervisory and design position for WASH and infrastructure works including concrete works.
Experience in rehabilitation of buildings is plus.
Detail-oriented personality
Independent, Self-Starter and creative and able to work without supervision
Strong English and Arabic communication skills (oral and written)
Ability to travel across the country regularly for training, assessment, regular monitoring and evaluation
A high level of diplomacy and networking skills is required.
Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
Ability to work in and contribute to team building environment
Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources
Ability to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office)
Ability to use AutoCad and preferably ArcGIS
Experience working collaboratively in a team
Experience in infrastructure works, and in coordinating activities with partners and facilitating capacity building
Experience in NGOs, preferably in implementing programs in any field related to water or sanitation: involving assessments, design, planning, implementation, budgeting, reporting, and evaluation and monitoring

License, registration, or certification required to perform this position:
Member in Lebanese Order of Engineers and Architects
Preferred Skills, Knowledge and Experience:
Experience in site construction management, preferably related to water canals and roads construction.
Experience in project monitoring, reporting and accounting.
Excellent working knowledge of IT technologies (Construction management software, computer engineering design software-AutoCad, GIS..) and office computer applications (Ms Office)
Experienced in community mobilization and the ability to manage meetings with community leader’s, government officials, NGOs and other stakeholders (ensuring gender balance in participation). Interpersonal skills and cross-cultural sensitivity.
Work Environment:
50% field work, 50% office based
