Cash & Shelter Officer- Zahle

RESPONSIBILITIES:

 

Design

  • Participate in designing and planning socio-economic needs assessments. Manage the assigned CfR activities to meet project objectives and delivery timeframes.
  • Collaborate with the PM to establish SOPs, design tools, complete reports, and design new project proposals.
  • Contribute to the identification of stakeholders.
  • Provide assistance, as assigned by the Shelter PM, on other tasks within the scope of Medair’s humanitarian response in Lebanon.

 

Assessment

  • Implement and facilitate phone assessments and socio-economic assessments, ensuring accuracy and efficiency throughout the process.
  • Assess the shelter conditions of the building to identify adequate and inadequate shelter.
  • Communicate any further assessment needs identified through appropriate referral mechanisms.
  • Conduct daily field visits as needed for activity follow-up.
  • Maintain and update beneficiary databases on a regular basis.
  • Monitor and ensure beneficiary data are being protected according to Medair policy.
  • Contribute to the identification of service providers.

 

Implementation

  • Sign CfR agreement with the tenants and owners.
  • Provide all needed documents to Finance department to transfer the money.
  • Monthly follow-up with the tenants and owners prior the release of each payment.

 

Communication

  • Liaise with local communities on site.
  • Actively coordinate with project and support teams (MEAL, IM, Finance and Logistics) to ensure smooth and timely transfer of information.
  • Assist in translation as needed, both written and “on the spot”.
  • Ensure that any issues in project implementation are communicated to the Shelter PM, for timely follow up and resolution.
  • Ensure professional and ethical standards are followed in any team interactions with beneficiaries, landlords, community, and others.
  • Ensure that the beneficiary/landlord complaint process is implemented.
  • Actively engage with internal team members for support and to facilitate needed information sharing

 

Reporting

  • Ensure accurate reporting of beneficiary numbers, through ad hoc, weekly, monthly, quarterly, final and annual reports.
  • Ensure both soft and hard copies of information are accurate and correctly stored.
  • Undertake analysis of collected data using Excel, Open Data Kit (ODK) and other software.
  • Ensure the provision of accurate information for the count of beneficiaries and Annual report
  • Contribute to the Medair Quality Performance Indicator report.

 

Quality & Financial Management

  • Be aware of the potential for loss or fraud surrounding the cash distribution activities.
  • Pro-actively work to prevent such occurrences by coordinating with relevant managers to adjust mechanisms and SOPs and ensure adherence to Medair guidelines on fraud prevention.
  • Actively demonstrate Medair values in work and attitude.
  • Remain flexible to engage in any additional tasks needed to support the successful completion of the CfR project work.
  • Understand Medair internal procedures and follow accordingly, including finance, HR, and logistics.  

QUALIFICATION / EXPERIENCE:

University degree in Architecture, Civil Engineering, Construction Management or similar field

Minimum 2 years Post-qualification professional or practical experience, with at least 1 of these years supporting projects implementing a CfR activity. Management experience in a construction context

Computer literate with good working knowledge of Microsoft Excel, Word, Outlook and AutoCAD.

Enjoys a challenge and works hard to achieve objectives

Team-player with good inter-personal skills, willing to share tasks and delegate

Aptitude for community mobilisation and engagement

Capacity to work under pressure and manage personal stress levels

Ability to adapt communication strategies for different situations

Creative, Flexible and open-minded in all matters

Construction management experience. Commitment to best practice and ability to problem solve.

Ability to translate between spoken and written Arabic and English
