Interim Protection Manager

Helem, is the first LGBTQIA+ rights organization in the Arab world, officially established in Beirut, Lebanon in 2001. Its mission is to lead the struggle for the liberation of Lesbians, Gays, Bisexuals, Intersex, Transgendered, Queer (LGBTQIA+) and other people with non-conforming sexualities and/or gender identities in Lebanon and the SWANA region from all sorts of violations of their individual and collective civil, political, economic, social, and cultural rights. Our goal is to empower young LGBTQIA+ leaders to advocate for their own liberation. We seek to create initiatives and spaces where our communities can leverage unity through diversity and build power. We protect and support individuals with the resources to resist the harm caused by homophobia and transphobia. We empower our youth through education and community building, and we mobilize to change the laws, policies, and practices that deny us equality and reduce our quality of life.

Helem runs various programs and advocacy campaigns and provides a wide range of services to members of the LGBTQIA+ community in Lebanon, including emergency response, case management, legal assistance, social support, family support, and mental health support. It also runs one of the largest non-commercial queer spaces in the MENA region through its community center and prioritizes decriminalization, labor rights, housing, hate speech, and economic empowerment as advocacy priorities.

 

Job Description:

(a) Manage and coordinate all functions and tasks of the Protection and Services Department including any and all department staff members;

(b) Create an intensive short-term plan to support different organizations nationally in becoming able to provide LGBTQIA+ inclusive protection services;
(c) Ensure superior knowledge and familiarity of issues concerning Helem’s target

beneficiary and community populations including legal frameworks, policy frameworks, and socio-economic realities;

(d) Ensure that the Protection and Services Department reaches all of its yearly goals and objectives;

(e) Manage or coordinate all aspects of Helem’s case management program including maintaining schedules, conducting interviews, documenting cases, managing referrals, ensuring follow-ups, and maintaining any associated budgets;

(f) Manage or coordinate all aspects of Helem’s human rights abuses documentation program including maintaining schedules, conducting interviews, ensuring accurate documentation, and maintaining associated budgets;

(g) Manage or coordinate all aspects of Helem’s emergency response program including legal aid, financial aid, health/sustenance aid, and any associated budgets;

(h) Manage or coordinate all aspects of Helem’s referral program including the hotline response, inbox response, and referral follow-up;

(i) Manage or coordinate all relations with external parties with direct relationship to the Protection and Services Department’s scope of work including referrals, joint activities, and joint projects;

(j) Supervise and train all Protection and Services Department personnel to insure their smooth and effective operation. This includes specifying growth targets, maintaining schedules, managing communications, monitoring and evolution of performance, conflict management, and other needs;

(k) Manage or coordinate the maintenance of a meticulous log of all records related to all of the above-mentioned programs to benefit the production of any internal or external reports chronicling all cases and documentations across all programs;

(l) Submit quality reports for all protection programs, including case management,

emergency cash assistance, PSS and all other indicators under protection related projects;

 

Monitoring and Reporting:

  • Provide daily and weekly updates and reports to the Executive Director, Programs Manager and funders relating to protection activities such as PSS, Case Management, PCAP, ECAP, Legal Assistance, and different Humanitarian Cash Assistance programs.
  • Monitoring and reporting the progress and gaps in all protection programs as well as different Helem program when required, 
  • Contribute to the update of Helem’s human rights abuses monitoring and documentation projects. 

 

    

Education and work experience:

  • Completion of a Bachelor's Degree, preferably in a related field e.g. social work, human sciences, social sciences, education, or equivalent.
  • At least 3 to 5 years of prior professional experience working in protection activities management.
  • Extensive experience working in LGBTQIA+ inclusive services provision and management;
  • Extensive experience working on UNHCR protection activities, especially the Protection Card Assistance Program, Emergency Cash Assistance Program, PSS activities and have extensive experience reporting through Kobo, RAIS, and ActivityInfo;
  • Strong management, organizational skills, and ability to meet deadlines;
  • Previous experience representing in protection-related networks.
