Job Purpose:
Under the supervision of the MEAL Manager, the IM officer will be responsible for the implementation of Concern information management procedures & framework and ensure that Concern information procedures and donors’ obligations are respected internally, by partners and donors. In a capacity-building city to find solutions and/or improve, overall information management is an essential competence.
He/she is also responsible to ensure data collected is compiled and analyzed in a timely manner and will generate information that facilitates timely decision-making on program design and implementation and reporting.
IM officer must keep all the data confidential, and share it only with the designated persons.
Main Duties & Responsibilities:
Information Management and Quality Assurance
Objective: Information management process is in accordance with Concern’s and donors’ standards and regulations
- Ensure data collection processes are completed using the Concern data collection app for all Concern projects.
- Coordinate with the program team and /or partners if the information is missing.
- Double check that the information entered in the database strictly corresponds to the information reported on the forms by the MEAL field teams
- Guarantee the accuracy of the information contained in the database through regular crosschecking of the information to avoid gaps, overlap or duplication.
- Generate IM reports, MEAL dashboard, factsheets and presentations on trends and progress for internal and external reporting;
- Ensure data quality checks and control to ensure the high reliability of the information collected from the field.
- Design and maintain an up-to-date MEAL database for tracking quantitative data progressively as project implementation progresses to support the regular reporting.
Technical support – Training to technical MEAL/program team
Objective: Data from the field are achieved on time with good quality and mistakes are minimized.
- Ensure that the program field team understands their M&E roles and responsibilities for high-quality project M&E; through-quality building, follow-up, and regular follow-up on their data entries and compilation.
- Through good collaboration and close interaction within the MEAL team, ensure high-quality data collection and management, in all M&E functions.
- Liaise and cooperate with the Concern HQ MEAL /PALU team to improve the Concern Lebanon M&E systems and solve complicated problems.
- Produce on request relevant information extracted from the database, such as statistical figures, mapping or pre-filled reports.
- Ensure all MEAL/programme tools are developed on Concern data collection systems in a timely manner.
- Design, plan and implement a capacity-building plan for Concerns relevant staff and/or partner staff on key elements of the different IM components.
- Assist in defining the core information needs of Concern in Lebanon and other stakeholders and supporting the MEAL manager and the Grants and Information Manager in providing such information. This will include information for proposal development, reporting, project-level planning meetings, quarterly review meetings with stakeholders and the annual learning and accountability review meetings, donor report and information for other relevant stakeholders.
Other:
- Be aware of, understand and comply with all of Concern’s policies and procedures (Concern’s safeguarding policies, finance, logistics, HR, security management etc.).
- Contribute to ongoing security management and planning as necessary.
- Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
Undertake other related duties as may reasonably be assigned by the MEAL Manager, or Concern Management.
Requirements:
- Bachelor’s degree in economics/ business, statistics, mathematics, computer science, and information management information or related fields;
- 3 years of relevant work experience
- At least 1 year of experience in information management with INGOs/NGOs
- Proven skills to analyse statistical information
- Possesses advanced Excel skills (e.g. pivot tables, functions, etc.).
- Strong knowledge in database management and statistical treatment of data;
- Ability to compile and holistically analyze diverse datasets.
- Demonstrated understanding of different data collection methodologies.
- Good knowledge of MS Office Suite, and mobile data collection systems such as (KOBO, ODK, Surevy123, and IFormBuilder)
- Experience with software such as ArcGIS, MapInfo, SPSS, and /or SQL Server.
- Excellent attention to detail and ability to multitask effectively
- Comfortable working independently with minimal supervision as well as in a team
- Excellent written and oral presentation skills.
- Desirable:
Experience with Java and R language is an asset.
Experience in data visualization apps such as Power BI or Tableau is as an asset.
