Protection Officer

DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $17million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekaa, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job

Contribute to the overall quality of the planning, implementation and follow-up of protection activities implemented by DRC in the shelter unit;

Contribute to the effective, safe, and confidential management of shelter units within DRC’s protection program, including through close engagement with persons of concern and effective coordination with relevant Protection and Program Support teams..

Your main duties and responsibilities will be:

Programming

  • Under the management of the Protection Manager, ensure effective time management, planning and implementation of relevant program activities;
  • Develop and adhere to a weekly, monthly and yearly work plan;
  • Regularly engage with persons of concern and engage in relationship-building and well-being activities to create trust and minimize sources of conflict;
  • Ensure persons of concern are aware of relevant rules and regulations of shelter units and closely monitor compliance;
  • Closely monitor intrapersonal relations within shelter units and ensure timely and safe resolution of conflicts in line with do no harm considerations;
  • Coordinate with Protection Teams to ensure timely dissemination of relevant information to persons of concern;
  • Support Protection Teams in admission and exit procedures to shelter units;
  • Conduct monitoring visits on shelter conditions, materials and stock provision on a weekly basis and coordinate addressing identified gaps in a timely and confidential manner;
  • Manage and monitor shelter occupancy and closely coordinate intake and exit procedures with protection teams;
  • Ensure compliance of activities with relevant Standard Operating Procedures (SOPs), relevant minimum standards and contractual rules of shelter units;
  • Closely coordinate with Protection and Support teams to ensure concerns and needs of persons of concern are addressed within a timely, safe and confidential manner;
  • Suggest improvements and adaptions of activity implementation to maximize safety and well-being of persons of concern.
  • Closely monitor risks related to SEA and breaches of CoC and report concerns in a timely manner.

Monitoring and Evaluation and Information Management:

  • Ensure the regular, safe and confidential collection of feedback and complaints from persons of concern and suggest adaptations to implementation as needed;
  • Work closely with Protection and MEAL teams to support effective monitoring, evaluation and learning processes and initiatives;
  • Support the implementation of monitoring and evaluation tools and report on problems in the implementation of the program;
  • Ensure safe collection, storage, filing and analysis of protection related data and make note of trends observed;
  • Work closely with Protection and IM/MEAL teams to ensure accurate data entry and reporting on a weekly basis.

Coordination, communication and representation

  • Collaborate with relevant internal and external technical experts on sector relevant issues;
  • Support the Protection Team in the maintenance of an up-to-date service mapping of the service providers operating in the area and ensure that team members and persons of concern are informed about the available services and feed into the updated service mapping;
  • Support the Team Leaders in representing DRC at meetings and other relevant technical coordination meetings as needed, draft the meeting minutes and share the information with all relevant parties;
  • Facilitate efficient coordination between the different DRC Protection sections and sectors, especially between the different protection units.
  • Facilitate efficient referrals to the shelter units and respond in a timely manner
  • Closely monitor the referrals by using a tracking sheet and track the exit deadlines

Grant management

  • Support Protection Manager  in producing monthly reports and support the team leader in submitting internal and donor reports as per schedule;

Logistics/Finance

  • Develop procurement plans and initiate and follow-up on procurements, ensuring their timely execution and tracking;
  • Prepare request for payments and follow-up on their execution;
  • Closely track, monitor and document procurement needs for emergency shelters and identify and address gaps in a timely manner.
  • Closely liaise with support departments to ensure timely delivery of procurement needs for emergency shelters and address identified challenges in procurement processes.
  • Support relationship management with property owners in close coordination with support teams
  • Keep track of needed items in the shelter units and follow up accordingly

Other

  • Support Team Leader and Protection Manager in any other tasks as required.

 

About you

To be successful in this role we expect you to have a Bachelor degree in Social work, Counseling, Psychology or other related field.

Moreover, we also expect the following:

Required

  • At least 2 years of relevant experience in protection, preferably in GBV programming and community engagement;
  • At least 2 years of experience working in the humanitarian sector and/or with I/NGOs in Lebanon;
  • Experience in integrated protection and shelter programming desirable;
  • Strong communication, facilitation, and conflict-resolution skills, particularly with highly vulnerable groups;
  • Written and oral communication skills, effective in representation and liaison with external parties;
  • Excellent knowledge of Protection minimum standards and basic principles, including GBV minimum standards and principles;
  • Ability to maintain confidentiality, respect, non-discrimination and safety of persons of concern at all times;
  • Excellent planning and organizational skills;
  • Excellent interpersonal and problem-solving skills, creativity and flexibility
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Computer literacy (Microsoft Word and Excel)
  • Comfortable in a multi-cultural environment
  • Fluency in Arabic is a must
  • Ability to communicate and write clearly in English is a must

Desirable

  • Preferred: Master degree in social work and/or psychology
