NAHNOO is a registered Lebanese Non-Governmental & Non-Profit Organization. NAHNOO has been working since 2009 as a research, capacity-building and advocacy platform for participatory policymaking, towards an inclusive society in Lebanon. The NGO rallies volunteers across Lebanon and through multidisciplinary and participatory research, capacity-building workshops, and grassroots activities, we provide a platform for youth and professionals to lead the planning and implementation of advocacy campaigns and gain the skills needed to impact policy-making at the local and national levels.

Objective/purpose of consultancy:
To introducing youth to Lebanese public finances and related public policies (including on the national and international discourse such as Public Finance Reviews)
Project Background
Lebanon has been facing an economic and financial crisis taking root in chronic corruption that has plagued the country for decades. Since October 2019, this has resulted in civil unrest and the country’s Public Finances are being increasingly scrutinized by activists and civil society who have long advocated for more transparency in decision making at the government level. The Public Finance Review (PFR) that will be developed and published by the World Bank looks to support the Lebanese government in developing a credible crisis management strategy and is an opportunity to create understanding of the current situation and discuss ways out of the crisis with local actors and stakeholders. As such, and by partnering with GIZ and GIZ Space, NAHNOO will use its experience in projects related to good governance and transparency as well as its expertise in participatory and citizen-based research to facilitate the dissemination and discussion of the results of the PFR with young members of the civil society.
Objectives of the project:
Generate a discussion with members of Lebanon’s Civil Society and engaged Lebanese Youth (18-35 years old) around Public Finances and the World Bank’s Public Finance Review
Target participants for training:
Around 60 to 90 young residents of Koura, Hasbaya and Beirut & Mount Lebanon aged between 18-35 years old and with a background or interest in Public Finance.
Scope of work, format and key task:
Conduct engaging & interactive learning sessions about Lebanese public finances and national & international public policy, including the concept of the World Bank’s PFR & discourse around it.
Main tasks:
- Preparation:
1.1 Develop a training program with concrete tools and the accompanying background material (agenda, presentation, high quality pre-post tests etc)
1.2 Draft a simple summary document for youth participants laying down the concept of the World Bank’s PFR and highlighting its main points (explanatory brief using accessible language)
1.3 Participate in 3 information sessions for the selected participants (1 per area)
- Delivery: conduct 9 full days of in-presence training workshop using interactive methods (3 days per targeted area)
- Reporting: produce a detailed evaluation of the workshops performance within a training workshop report reviewing participants performance (including analysis of the pre-post questionnaires), with recommendations for follow up actions.
Qualifications/level requirements
Applicants with the following experience are welcome to apply:
- Minimum BA in Public Policy/Administration, International Affairs and any other topic related to Public Finance.
- At least 4 years of documented professional experience in delivering trainings and working in relevant fields, using participatory approaches.
- Proven familiarity with Lebanese financial context with a good understanding of role of civil society
- Previous experience working with national &/or international NGOs
- Strong analytical and conceptual thinking skills; able to understand complex issues, present them in an easily understandable way and translate them into simple, workable actions and plans;
- Adaptability and flexibility in working within complex and dynamic environment.
- Ability to deliver high quality results in a timely manner.
- Fluency in Arabic & English (written and spoken) is a must
- Proficiency in Microsoft Office, including Excel, Word and PowerPoint.
Proposed period and duration of consultancy
The period of the consultancy is between August and October 2022, to deliver the following:
- Task 1: Preparation and development of training agenda and other handouts in direct communication with project staff to finalize training materials
- Task 2: Producing PFR explanatory brief
- Task 3: Participate in 3 info sessions (1 day)
- Task 2: Formal delivery of the training workshop (9 full days)
- Task 3: Produce the performance workshop report
NB: 1 full day = 8h
Selection criteria:
The consultant will be selected based on competitiveness and quality of the technical (C.V & approach) and financial proposal. They will be paid upon successful completion of workshops, submission of report and follow up support.
