The VTE4all project financed by the EU and implemented by GIZ, is designed to support Lebanon in the context of the protracted displacement crisis providing job-related competences for vulnerable Lebanese, Syrians and Palestinians. The main project approach is participatory and based on capacity development which aims to empower key stakeholders in Vocational and Technical Education. The project activity consists in developing curricula of Competency Based Training (CBT) modules in construction. However, the current economic and electricity crisis in the country, the EDL feed time that does not exceed 2 hours per day, and the surge in diesel prices have created a high demand for distributed small scale solar PV installations and hence the need to train for skills and competences in that regard. Therefore, a Short-Term Experts (STEs) will be involved to deliver CBT editions in “Installing small scale solar PV systems for residential use” at the DGVTE schools.
Outline of the mission
The mission requires the expert(s) to assess the existing electrical infrastructure and networks of up to 8 DGVTE schools, design a typical 10kW solar PV system for 6 selected schools, and prepare a list of the system components, tools, and material to be procured for each school based on the design. It also requests the expert(s) to deliver up to 6 editions in “Installing small scale solar PV systems for residential use” at the selected schools composed of 5 working days of practical training in the school workshop and up to 6 working days of supervision of Work-Based Learning (WBL) activities (installation of the solar PV system, electrical connection and integration to existing network, and testing and commissioning for proper operation of system) for each training edition. Furthermore, it entails the expert(s) to attend 1 working day of the summative assessment conducted by the assessor from APAVE at the completion of each edition. The expert(s) will be informed 15 days before the start date of the CBT module delivery.
Requirements
1. Qualifications and skills
- University degree in electrical or mechanical engineering or alternatively a BT in electrical or industrial specialization with 2 years of additional general professional experience (one or the other will be considered as a minimum requirement).
- Master’s degree in renewable energy (preferred requirement).
- Fluency in English language (minimum requirement).
- Fluency in Arabic language (minimum requirement).
- Excellent use of Microsoft Office (PowerPoint, Word, Excel, Outlook, Paint, etc.) or equivalent open-source packages (minimum requirement).
2. General professional experience
- 10 years of working experience in engineering design, construction, and solar PV (minimum requirement).
- Technical teaching experience in engineering related subjects: solar PV, construction, architectural, etc. (preferred requirement)
3. Specific professional experience
- 5 years of experience as a site supervisor or an independent professional in installation, electrical connections, testing and commissioning, and cleaning and maintenance of solar PV systems (minimum requirement).
