DanChurchAid (DCA) is looking for a Senior Program Officer - Partnership for DCA Lebanon Program.
Overall Objectives:
The Senior Program Officer will be responsible for strengthening DCA’s partnerships with our local partners, conducting capacity assessments, developing capacity building plans and ensuring implementation of projects activities related to capacity building in compliance with DCA and donor guidelines.
Responsibilities:
- Conduct partner capacity assessments and develop capacity building plans in coordination with the Support Service Department. Coordinate pre-partnership due diligence process in-line with DCA’s process and guidelines.
- Ensure partnership principles of responsibility, results-oriented approach, equity, transparency and complementary in our work with partners.
- Provide feedback to local partners on financial, HR and procurement procedures, requirements and documentation.
- Maintain contracts, documentation, partner assessments and other similar databases for all existing and potential partners with pertinent information about the scope of work and geographic coverages.
- Facilitate, coordinate, and arrange training related to the outcomes of the capacity assessment and according to partner’s needs and gaps. Coordinate with other DCA departments, partners and stakeholders to identify opportunities to support capacity strengthening.
- When delegated by the head of program, participate in cluster and coordination meetings and ensure DCA’s adequate representation.
- Lead mapping exercises to identify potential partners across the sectors that DCA works in.
- Facilitate networking and exchange between partner, including arranging joint meetings and workshops to exchange experiences.
- Conduct support meetings with partner focal points as required ensuring meeting minutes documentation.
- Lead DCA’s delivery of capacity strengthening plans for partners.
- Organise, develop and conduct training tailored to capacity and needs of partners with regular coaching and mentoring sessions.
- Participate in development of project proposals, ToC and Logical Frameworks, and development of program strategies.
- Draft partner cooperation agreements and ensure roles and responsibilities of partners are well defined and understood by both parties.
- Follow-up on partner cooperation agreement reporting and payment schedules, ensuring timely submissions by the partners and funds transfer by DCA.
- Perform other duties as requested by the line manager.
- Ensure partner documentation is filed and accessible.
About the Candidates:
To be successful in this role we expect you have the following:
Experience and technical competencies:
- At least 5 years’ experience of project planning and management, and strong programme design skills. Experience of planning, reporting, monitoring, and evaluation skills.
- At least 2 years’ experience in undertaking training and capacity building initiatives.
- Strong written and oral communication skills, effective in representation and liaison with external parties.
- Experience in partnering with local partners and providing direct technical support to local organizations. Interest in organisational development of small organisations
Education, Languages and Skills:
- Bachelor’s degree or equivalent in Business Administration, International Development, or a related field. Proven work experience will be considered as a substitute for formal education.
- Highly organized, close attention to detail and ability to priorities tasks.
- Fluent Arabic and English written and spoken language skills.
- Ability to work well independently and with a team.
- Strong computer skills: must be competent in the use of Windows MS Office (Word, Excel, Power Point, Outlook).
- Audit experience is desirable.
We Offer
DCA will offer the successful applicant a one-year contract, renewable dependent on both funding and performance. You must be available to start work As soon as possible and be willing and able to work between Beirut office and Tyre Office, 50/50.
Salary and conditions will be in accordance with Danchurchaid Terms of Employment for national staff.
