Data & Analytics Officer (GIS/MEAL)

General Description:

The Data and Analytics Officer supports and monitors subset of the data management processes within the métier to enable evidence-based decisions and improvements in the area of data entry, quality, support and analytics.

Objectives and Tasks:

Support MEAL efforts within the WatHab department, leveraging data and analytics methodology and tools, advising on best practices (20%)

  • Supports efforts to put in place a coherent MEAL strategy for the department as per institutional guidelines and best practices.
  • Develops independently the project’s M&E plan, within the institutional guidelines and best practices.
  • Supports project managers to integrate MEAL in their projects at all stages from project proposal to final evaluation and developing project relevant M&E data collection tools
  • Collects and consolidates project-specific MEAL data at department level, analyses to draw lessons learned, shows up avenues for improvement and prepares M&E reports.

Support of the Data & Analytics Manager to address support needs of the delegation for standard and ad-hoc GIS and Data & Analytics products (30%)

  • Produces maps and geospatial analyses in support of colleagues across the delegation, ensuring continuity and smooth data conversion between different tools and systems.
  • Contributes to the development of data models and maintenance of the geographic referential and operational data that supports geospatial analyses.
  • Consolidates specific geospatial data for the countries covered in collaboration with regional/global colleagues.
  • Contributes to institutional reporting and dashboards by supporting colleagues in delivering reports, revisions and optimization.
  • Assists in improving, developing & applying data quality monitoring processes & tools (e.g. dashboards) and contributes where appropriate in DQ controls automation;
  • Monitors data quality controls and consolidates data, cleans data, and implements corrective actions as advised;
  • Analyses DQ checks trends and reports findings to relevant stakeholders.
  • Raises colleagues’ awareness of the power of data & analytics and GIS tools, provides trainings, and supports mobile data collection.

Support data & analytics requirements of Water & Habitat in Lebanon assuming responsibility as focal point within the department (50%)

  • Assumes responsibility for data quality of the department’s operational data.
  • Derives, monitors, and reports on key metrics of the department’s performance.
  • Conducts in depth analyses of key issues/topics and proposes proactively changes/improvements.
  • Ensures compliance of the department’s data activities with established internal regulations, and, where applicable external regulations, particularly with respect to data protection.
  • Supports mapping and data visualization needs (e.g. ICRC maps, dashboards, etc.) within the department in close collaboration with project managers;
  • Supports data-driven research initiatives of the department, where applicable in close coordination with the delegation’s epidemiologist and the CORE.
  • Acts as Data Focal Point of the department within the global WatHab community.
  • Acts as CCC Focal Point of the department within Lebanon delegation.
  • Identifies and addresses proactively the need to improve data literacy among colleagues on an individual basis within the department, and/or proposes trainings for the whole department.

Additional Duties:

  • Contributes to the analysis of the security, socio-economic, cultural and political environment when relevant to the ICRC and shares relevant strategic and operational considerations timely with relevant colleagues.
  • Reports events and changes within the region that could have an impact on ICRC's activities and hence provides sound elements to the delegation that allow to establish and/or adapt strategic objectives and priorities.
  • Contributes regularly to the WatHab Community on JIVE, particularly related to his/her field of activities.
  • Strives toward continuous improvement of his/her working environment and takes proactively responsibility to propose initiatives.
  • Takes responsibility for his personal professional learning and development.

General Duties:

  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

 

Position Requirements:

Minimum Qualifications: 

  • Years of experience required: 3 - 5 years of experience.
  • Level of education: Bachelor’s Degree, Master’s Degree is a plus.
  • Field of education: Management Information Systems, Computer Science, Statistics, or any other job-related field.
  • Languages: Arabic and English, French is a plus.

  • Knowledge of GIS (ArcGIS Pro / AGOL/ QGIS), BI, SQL, Python, Statistical package: Proficient.
  • Knowledge of monitoring and evaluation tools and practices: Proficient.

Job Details:

  • Job Location: Beirut, Lebanon.
  • Working Schedule: Monday till Friday, from 8 Am till 5 Pm.
  • Contract Type: Determined Period, 1 Year (Renewable).
  • Salary Package: 2600 – 3100 USD/Month.
