GBV CONSULTANT - DRAFT ON ASSESSMENT AND DEVELOP NATIONAL PLAN PREPARING PHARMACISTS TO CARE FOR PATIENTS EXPOSED TO GENDER-BASED VIOLENCE

Background

The protection from GBV program, implemented in collaboration with several partners in Lebanon, aims to reduce the various forms of gender-based violence in safe spaces for girls & women through adapting a holistic intervention approach including provision of psychological, psychosocial support sessions and awareness-raising to the community members.

Gender equality is a crosscutting issue, since the treatment of gender equality is a task for the entire government and it requires collaboration and interconnection between various sectors of society.

The government assumed that gender- based violence is unacceptable in a free and tolerant society, by which the government has committed to develop actions to combat this specific type of violence, which is a more common subsidiary type of violence reported to the police.

Gender-based violence is a multifaceted, complex issue and efforts to prevent and combat this issue require a comprehensive approach. The prevention and response require a multisectoral approach involving various ministerial lines, such as the Ministry of Health, Social Affairs, Justice, Women’s Rights, Education, … and the community and the family. Every institution and every one should collaborate in an active and permanent approach to eradicate gender-based violence, definitively. Although widespread, gender-based violence has been understood as a family problem, historically, and only recently it began to gain recognition as a public issue and an issue of human rights. The Ministry of Justice, Social Affairs, Women’ Rights, … in collaboration with other members of the government, civil society, NGOs and United Nations’ Agencies more comprehensive, more and new responsibilities, which involve more partners to respond more actively and effectively to new social and cultural situation of Lebanon.

 

 

ASSIGNMENT

 

  1. General conditions:

The GBV Consultant will be working mainly on Amel’s GBV and SRH projects, under the supervision of the program Coordinator. He/She is based in Amel headquarter (Mussaitbeh, Beirut), 5 days per week with frequent field visits to Amel centers, located in the regions of Bekaa (Douris & Mashghara), Beirut (Borj Hammoud) and South Lebanon (Arkoub & Nabatieh), where related project are implemented. He/She monitors and reports on the implementation of the GBV projects aiming to reduce the various forms of gender-based violence adapting a holistic intervention approach including provision of psychological, psychosocial support sessions and awareness-raising to the community members. He/She will also meet with the Medical and Mental health Coordinators and with other agencies and local authorities.

 

  1. Objective:

The Draft on the “Assessment and developing of a national plan aiming at preparing Pharmacists to Care for Patients Exposed to Gender-Based Violence” Framework sets out the Government’s planning policies for Lebanon, and its host and refugees’ communities, and how these should be applied. It shall provide a framework within which locally-prepared plans for Human Rights, Protection and other relevant issues can be produced.

It shall particularly focus on the role of pharmacists

  1. Specific mission:
  1. Assess the current situation (laws and stakeholders);
  2. Assess the role of Pharmacists in in GBV prevention and protection;
  3. Develop national plan and action plan related to the role of pharmacists in GBV prevention and protection
  4. Attend trainings of Pharmacists and draft recommendations and lessons learned
  5. The Framework should be read in conjunction with the Government’s planning policy for GBV victims and actors, determined in accordance with the current legal framework (religious, civil and judiciary) and relevant national policies, as well as any other matters that are relevant.
  6. These objectives should be delivered through the preparation and implementation of plans and the application of the policies in this Framework, taking into account the local circumstances, to reflect the character, needs and opportunities of each area.

Education Degree Details
Master’s Degree in Gender Studies, Social Work, Humanitarian Affairs, International Development, or other relevant academic field with extensive experience in GBV programming and management is a plus.
QUALIFICATIONS:
• In depth knowledge of GBV programming in the humanitarian context and familiarity with the main GBV tools, including the IASC Guidelines on GBV in Emergency Settings, the Interagency GBV Case Management Resource Package and the guidelines on PSEA.
• Experience in writing national plans, and/or SOPs
• Strong interpersonal skills and the ability to work within multi-cultural environments; ability to work within a team structure or independently, flexible, and can cope with stressful workloads and working with limited resources.
• Exceptional facilitation, interpersonal, and communication skills
• The ability to receive and implement feedback and coaching
• Able to work under pressure.
• Ability to allocate and review priorities to meet deadlines.
• Ability to identify problems and take initiatives.
