Organizational Context:
The temporary assignment is based in Beirut CO and the incumbent reports to the Head of Partnerships Unit. The assignment is for 6 months - 1 September 2022 to 28 February 2023.
JOB PURPOSE:
To support activities related to engagement and management of Cooperating Partners (CP) and other strategic partners in order to effectively meet the food assistance needs of WFP beneficiaries.
Key Responsibilities (not all-inclusive, nor exhaustive):
Under the supervision of the Head of Partnerships, the incumbent will perform the following tasks:
- Support the finalization of FLA amendments, finalisation in line with the CSP (current CSP closing in December 2022) and contributing to the planning of the new FLAs for 2023.
- Provide advice and support the relevant units/ Field offices on FLAs, budgeting, financial reporting, WINGS and the use of ITS and WINGS to process CPs' payments.
- Support communication, training and other activities with local and international NGO partners, partner agencies and government institutions.
- Facilitate the TRC and CPC work; draft and review relevant documents - NFRs, FLA amendments.
- Carry out the required analysis on CP budgets including comparison of current and last year budgets, comparison of costs between different CPs and ensure cost effectiveness.
- Follow-up with the CO Units/Field office on the engagement of the CPs in 2023, providing timelines, coordinating calls for proposals and supporting the selection exercise.
- Provide guidance to cooperating partners in the review and finalization of project documents and budgets.
- Support in compiling data and maintain electronic records, plans and documentation, following corporate and country office standards and guidelines.
- Perform other related duties as required.
DESIRED EXPERIENCE and SKILLS:
- Experience within Cooperating Partners management is prioritized.
- Experience and knowledge of Partnership and/or Programme work.
- Understanding of the theory and application of food security, cash and food-based assistance programmes.
- Knowledge of major humanitarian, recovery and development challenges and issues at the field level.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education Completion of secondary school education, focusing on Social Sciences, Development Studies, or other related fields. A University degree or post-secondary certificate in the related functional area is desired.
Experience: Five (5) years of relevant progressively responsible experience including Cooperating Partners management, humanitarian and/or development assistance programmes, or related field.
Language: Fluency in English and Arabic; excellent writing skills in English.
