The VTE4all project financed by the EU and implemented by GIZ, is designed to support Lebanon in the context of the protracted displacement crisis providing job-related competences for vulnerable Lebanese, Syrians and Palestinians. The main project approach is participatory and based on capacity development which aims to empower key stakeholders in Vocational and Technical Education. The project activities consist of outreaching beneficiaries, delivering competency-based training (CBT) editions, and implementing WBL activities at the DGVTE schools and BTC. Therefore, an expert will be involved to coordinate the outreach of beneficiaries and delivery of trainings.
1. Outline of the mission (Duration up to 10 months)
Coordinate the delivery of ToTs and CBTs in construction in DGVTE schools
The mission requires to coordinate the delivery and implementation up to 6 ToT and 8 CBT editions along with their WBL activities at the DGVTE schools. This would require the expert to establish and maintain smooth communication with the DGVTE school directors and coordinate with the ToT trainers, the DGVTE teachers, and the assessment provider. The expert will also prepare purchase requests, follow-up the delivery of the tools and material, monitor the delivery of the trainings, implementation of WBL activities, and assessment of the participants as well as other activities.
Outreach beneficiaries for attending CBT modules
The mission requires to outreach beneficiaries for up to 20 editions at the DGVTE schools and BTC taking into consideration the selection criteria: age, gender, nationality, education level, employment status, among other criteria, in addition to assessing the vulnerability of the potential candidates and prioritizing the selection accordingly. This would require the expert to seek, explore, and identify different referral channels around the areas of implementation and collect referrals. Furthermore, the expert is to process the referrals, collect and disseminate information, conduct vocational assessments (VAs), organise in-presence information sessions, and enroll beneficiaries to attend the trainings implemented as well as collect feedback from the trainees after the training. The expert will also collect lessons-learnt (LL) after every training and document challenges, best practices, and recommendations to enhance the outreach monitoring sheets, improve the selection process, streamline the outreach process, and ensure smooth coordination between involved team members.

Qualifications and skills
- Bachelor’s in public relations, communications, psychology, social work, education, or equiv (min requirement).
- Fluency in Arabic language (min requirement).
- Fluency in English language (min requirement).
- Excellent time-management skills and problem-solving skills (min requirement).
- Excellent networking and communication skills (min requirement).
- Empathetic, ethical, and an excellent team-player (min requirement).
- Excellent use of MS Office (PowerPoint, Word, Excel) or equiv. open-source packages (min requirement).
- Driving license holder and car owner (preferred requirement).
General professional experience
- 8 years of working experience in development projects (preferred requirement).
Specific professional experience
- 3 years of working experience in outreaching beneficiaries (min requirement).
- 3 years of working experience in the field of skills development (preferred requirement).
- 2 years of working experience in a position of administrative assistant or equivalent (preferred requirement).
