FSL Field Officer - Tyre

Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.  

WE WORK IN LEBANON AGAINST COVID-19 

  • Focusing on Syrian refugee population and Lebanese host communities,  
  • mobilization committees, 
  • isolation centers,  
  • municipalities and service providers. 
  • Conducting training for health personnel.  
  • Distributing disinfection and dignity kits.  
  • Installing latrines for people with specific needs in Aarsal.  
  • Carrying out channel cleaning to ensure proper drainage. Distributing water through tanker trucks. 

The FSL Field Officer will be responsible of:

Under the supervision of the FSL Deputy PM, the FSL Field Officer is responsible for the daily outreach planning, conducting the vulnerable assessment with the targeted beneficiaries, implementation, supervision, monitoring, and reporting of the field activities in terms of outreach beneficiaries, and for ensuring proper coordination with municipalities, other authorities, beneficiaries and related ACF departments. The position requires extensive field work and movement in the South. Also support in other relevant tasks upon request/needs such as emergency distribution activities and cash for work for vulnerable beneficiaries etc.

Objective 1: To ensure timely and quality implementation of FSL activities (35%)

  • Be responsible for conducting vulnerability assessment with individuals or households remotely through phones calls or through household visits, 
  • To follow up the received calls with the Hotline Officer and coordinate the schedule of conducting the vulnerability assessment calls with the respective department, 
  • To provide accurate and relevant information to the assessed individuals/ HHs related to the project,  
  • To ensure the digital copies of the vulnerability assessment are recorded and filed appropriately and in confidentiality in line with data protection guidelines, 
  • To ensure all paperwork related to the assessment is accurate and correctly stored after the assessment is completed, 
  • To keep organized records of collected data and ensure timely reporting to FSL Supervisor and/or Deputy FSL PM, 
  • To work alongside the Food Security and Livelihoods team to coordinate the data collection, and provide necessary information for the implementation of the FSL activities,  
  • To actively engage in the beneficiary selection process under the guidance of the FSL Supervisor and/ or Deputy FSL PM, 
  • To support data collection and note taking during focus group discussions and key informative interviews upon project requirements under the supervision of FSL Supervisor and/or Deputy FSL PM,  
  • Upon need, to support FSL Hotline Officer to receive hotline calls and provide accurate and necessary information to the project beneficiaries/ HHs, 
  • To perform other related duties as required and requested by the line manager, 
  • Provide support to the FSL field team to ensure the timely implementation of field work as per the predefined schedule upon need, 
  • To map the targeted locations to determine the various routes to engage the beneficiaries by focusing on vulnerability and hard to reach groups,  
  • To plan and perform outreach activities to inform the local community about project activities with the aim of involving the most vulnerable groups, 

Objective 2: Stakeholder coordinators (25%)

  • Coordination in the field with the local partners on best implementation including participants, and communities affected by the project and COVID-19 activities.
  • Field coordination with local authorities and ensuring continuous communication with beneficiaries and communities’ representatives regarding the implementation of works and in order to ensure a flawless progress of activities.
  • Support in building relationships between Action Against Hunger, local authorities, municipalities, and communities.

Objective 3: Data collection and reporting. (25%)

  • File, document, and report work progress to the line manager on weekly basis
  • Regular reporting of work progress to the Supervisor and Head of Project.
  • Report possible problems or conflicts during the activities.
  • Report the use of materials and possible improvement.

Objective 4: To support other humanitarian activities of ACF upon the request of the DPM. (15%)

  • Support the emergency interventions of the organization as per the employee’s abilities and capacity under the emergency response like COVID-19 activities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
  • Promote gender equality within the humanitarian and/or development work

Objective 5: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan
  • Respect the safety measurements specified in the mission during the emergency situation like COVID-19.

Training/ Education:

Bachelor’s degree in social science, agronomy, food security, humanitarian action, or any related field

Technical specific knowledge:

Food security and livelihoods, agriculture, waste management and Cash-for-work. Experience in construction is a plus.

Previous experience:

  • At least 1-year experience working in humanitarian action or development. Experience in livelihood programs is a plus.
  • Experience in Labor Intensive Activities/Cash-for-Work is desirable.
  • Emergency response with crisis or pandemic situation.
  • Experience in Outreach is a plus.

Languages:

Native Arabic and English compulsory

IT and specific systems:

Good skills in Microsoft Word, Excel, Outlook and power poin
