General information

 

1. Brief information on the project

 

The project “Strengthening the influence of Palestinian refugees on their living conditions in the MENA region (PART II)” was commissioned by the German Ministry for Economic Cooperation and Development (BMZ) in December 2021 to improve the capability of Palestinian refugees to influence their living conditions. The project is active in the Palestinian Territories, Jordan and Lebanon and its main political partner is the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). It also works in close cooperation with host government institutions as well as local NGOs and CBOs.

 

2. Context

 

Since 2018, GIZ has been supporting the LPDC’s communication and reach out efforts to the Palestinian refugees community particularly youth groups. This is to ensure that Palestinian refugees’ situation in Lebanon in the eye of the Lebanese public, decision makers, and international community while to ensure the continuous presence of the Palestinian file on the public agenda.

For this purpose, LPDC launched Jousour News supplement aiming to introduce the Lebanese and Palestinian public opinion to the importance of examining the problematic and complex difficulties of the intercommunal relations . Along with the website, the committee is currently active on most social media platforms, using these channels as a supplement for its communication strategy and keeping both Palestinian and Lebanese communities in line with its work.

 

Under the guidance and supervision of the Project Manager, the Communication Consultant will liaise with content writers, social media consultant and media outlets, to support the implementation of a new communication strategy, to plan and ensure effective and efficient communication channel of LPDC with its partners, media and targeted audiences.

 

3. The contractor shall provide the following work/service:

 

Support the implementation of LPDC’s communication strategy:

  • Assist in developing storylines for publications and substantive articles relating to LPDC’s activities;
  • Assist in drafting stories, press releases, presentations for the project in addition to writing stories for the LPDC website related to the project’ activities.
  • Support with the preparation of a monthly digital communication performance report for the project’ social media posts.
  • Maintenance of information database and photo library.
  • Provide logistical assistance to the project’s activities, mainly the media component and assist in organizing press conferences, meetings, briefings, discussion sessions and other PR events.

Content Writing:

  • Write and Edit all LPDC’s communication materials in Arabic and English;
  • Summarize the Minutes of Meetings and draft speeches and communiqué;
  • Draft communication materials related to key Events (Nakba, International Refugees Day, 1948 Palestine exodus, etc.);
  • Keep records of all communication materials;
  • Coordinate with the LPDC National Focal Point and Project Manager on materials’ publication.

Jousour Magazine:

  1. Content Planning:
  • Identify core topics by conducting regular discussions and focus groups, Potential writers, Fixed and Variable Sections of the magazine, etc.;
  • Make timely editorial decisions and communicate them clearly;
  • Find new ways to reach different audiences in Lebanon;
  • Define new creative ways to expand Jousour’s content;
  • Update the design the LPDC’s magazine (Jousour);
  1. Editing Technical Support for Jousour:
  • Provide editorial guidelines to authors for preparing and submitting manuscripts.
  • Ensure the tone of voice for Jousour in line with the project objectives. Provide guidelines to Jousour magazine team and authors for preparing and submitting manuscripts.
  • Ensure the quality of Jousour magazine: correct errors; differentiate different types of content, such as reports of original data, opinion pieces.
  • Review the graphic and written materials, including the provision of comments and edits for accuracy, grammar, and style.
 Tender requirements

 

1. Qualifications of proposed staff

Expert 1:

a. General qualifications
Education:

  • Bachelor’s degree in Communications, Philosophy, Journalism or a closely related field.

Professional experience:

  • 7 years of experience in Journalism and writing in local and international newspapers
  • 5 years of writing experience in digital media and digital newspapers
  • Extensive knowledge in political science.

b. Experience in the region/knowledge of the country

  • Excellent Understanding and knowledge of the Palestinian refugee’s context in Lebanon is a must

c. Language skills:

  • Business fluency in Arabic

 

2. Appropriateness of proposed concept

The offers shall be submitted in English language only.

The offers shall be signed & stamped.

The financial offer must be in USD only (USD) including taxes, should be valid at least for Eight weeks after the submission date (Please mention it in your offer).

You shall not be reimbursed for your submitted offers.

Technical and Financial offers/Proposals (in two Separate emails and each email contains a PDF file),

1-Technical Offer/Proposal which consists of:

  • Resume 
  • MoF number Certificate
  • Concept paper (1 page) in reference to LPDC’s mandate, current work and key stakeholders, including personal knowledge of the Palestinian refugees’ context in Lebanon,
  • Portfolio of previous written communication materials and articles in local newspapers in Arabic, digital newspapers and/or magazine,

2- Financial Offer/Proposal, which should consist of:

  • Bank account details of the consultant inside Lebanon (fresh account if any)
  • Financial Offer filled out signed and stamped for 3 progress reports during the contractual period, each covering communication activities held during the reporting period which can include a brief description with reference of publication links, photos, visual publication etc.

All bidders who fail to submit the mentioned documents will be disqualified.

The technical offer has a weighting of T:70% and the price offer F:30%
