MASAR for Local Governments is a programme funded by the EU MADAD trust fund and implemented in Lebanon and Iraq. The overall aim of the programme is to strengthen the long-term resilience of targeted subnational governments and their host, refugee and IDP populations to deal with displacement.
MASAR has three objectives:
- To improve the capacities of subnational governments to engage in holistic, area-based planning and consider different scenarios that respond to the needs of the host, refugee and IDP populations.
- To improve service delivery to generate greater social stability outcomes based on the needs of the host, refugee and IDP populations.
- To empower subnational governments and service providers to facilitate local economic development and to have better access to municipal investment that benefits the extension of safe public services and creates economic opportunities for host, refugee and IDP populations.
Background specific to the assignment:
Following a heritage and archaeological assessment in Dreib area, two location have been chosen for rehabilitation: Old Oil Press in Adaket and Haitla Old village. A specification of the rehabilitation works has been prepared by a MASAR expert and approved by the Directorate General of Antiquities (DGA). All works have been coordinated with the DGA. The scope of works will includes conservation works, landscaping and archaeological soundings (test digs) according to the specification of the DGA. The works are lead by an expert archaeologist and architect, henceforth referred to as Lead Supervisor of Works.
Aim of this assignment:
The aim of the assignment is to support the rehabilitation of Heritage Sites in Dreib, including Heitla and Andaket. The rehabilitation should serve better preservation of the sites as well as increase its accessibility to visitors. The activity should contribute to the sustainable development of tourism in Akkar.
