Economic Security Team Leader

GENERAL DESCRIPTION

Economic Security Team Leader designs, plans, implements and monitors the ICRC’s Economic Security (EcoSec) programmes in line with the country strategy, under supervision and with limited coaching and support from their hierarchical superior. 

OBJECTIVES AND TASKS

Functional Responsibilities: (100%)

Working under the supervision and the support from the Economic Security Coordinator (EcoSec Co), has most of the following responsibilities:

  • S/He coaches and guides the EcoSec staff in the SubDelegations (SDs), in order to increase their knowledge of project cycle management and to ensure adherence to ICRC EcoSec standards.
  • S/He evaluates the performance of EcoSec staff in the SDs and provides advices on how to improve results.
  • Under the supervision of the EcoSec Co and in collaboration with the EcoSec staff, s/he leads the design and implementation of livelihood programs (cash and in-kind) and provide the necessary guidance to ensure the adherence to all the phases of the project cycle.
  • S/He contributes to the Ecosec Emergency Preparedness and liaise with the National Society, to ensure a harmonized and coordinated emergency response.
  • Analyzes the security, socioeconomic, cultural and political environment as it relates to the ICRC and contributes to operational plans and other strategic documents.
  • In case of emergency, s/he mobilizes and organizes teams on the ground, in agreement with the HoSDs and EcoSec Co.
  • In collaboration with the EcoSec teams and with the EcoSec Analysis & Evidence (A&E), s/he designs and adjusts data-collection tools for assessments and program monitoring of cash and agro programs.
  • S/He coordinates the works of teams of EcoSec staff and Lebanese Red Cross (LRC) volunteers (where necessary) to properly collects data using data-collection tools and devices.
  • With the support of the EcoSec A&E s/he designs databases; supervises and carries out data entry in the survey database and ensure the correct reporting in the EcoSec Programme Management Tool (EPMT).
  • S/He develops the skills of the EcoSec team in the SDs to performs midlevel qualitative and quantitative analysis and their capacity to describes results and produces data visualizations.
  • S/He is aware of the Household Economy Approach (HEA), market-based approach and ensures that the EcoSec teams under her/his responsibility are applying the tools properly.
  • S/He works with the EcoSec team, the EcoSec Co and the HoSDs to  identify economic security gaps and develops scenarios for interventions.
  • S/He collaborates with the Cash and Market teams to interpret markets information and uses it to determine the response options
  • S/He is aware of the EcoSec core component and in alignment with the recommendations of the HoSD identifies response options and assess whether cash or in-kind is more feasible,
  • S/he is ensuring that EcoSec staff has all the necessary tools to implement and monitor program correctly.
  • Designs a suitable method to register beneficiaries, involving the EcoSec staff and ensuring ICRC Accountability to Affected Populations in all the program cycle phases.
  • Integrates best practices in terms of accountability to beneficiaries throughout the program cycle design and coaches the team to ensure adherence in the response phase.
  • S/He coaches the team so that that proper methods, planning, implementation, logistic and reporting are used during aid distribution.
  • S/He ensures that monitoring is correctly carried out by EcoSec staff in SDs and that skills are present in the team to work autonomously.
  • S/He integrates cross cutting issues at all stages, promoting an integrating approach and facilitating the work of her/ his colleagues
  • S/He ensures the regular contributions to internal reporting.

POSITION REQUIREMENTS  

Minimum Qualifications:

Years of experience required:  4 to 6 years in managerial position

Level of education: Master’s degree

Field of education: Economics, Management, Agronomy (nice to have)

Languages: Arabic & English both very good written and spoken. French (nice to have)

Computer Literacy: Proficient knowledge of the Microsoft systems, with focus on Excel.

JOB DETAILS

Job Location: Beirut Delegation, with frequent field trips to Zahle SD, Tripoli SD & Tyr SD (75%)

Working Schedule: Monday to Friday from 8h to 16h30.
