Senior Project Officer

Job Purpose:

The Project Senior Officer, with the guidance of the Protection Project Manager, will implement Basic assistance activities in North Lebanon, Akkar, and T5.

 

The project aims to reduce and/or mitigate protection risks and reinforce coping capacities of vulnerable refugees, Lebanese and stateless persons by improved access to protection services and multi-purpose cash assistance in Northern Lebanon.

The Basic Assistance Senior Project Officer holds the overall responsibility for the successful initiation, planning, executing, monitoring, controlling, and closing of everything related to the ECHO-funded project, ensuring proper coordination with INGO’s, local NGO’s in same sector and relevant stakeholders for the response to the Syrian Refugee Crisis, vulnerable Lebanese Host Communities, and stateless people.

Main duties & Responsibilities:

Project Management Roles and Responsibilities

 

  • Assist the project manager in design, implementation and monitoring of activities in line with the approved project documents, related both to Protection and Multi-Purpose Cash Assistance
  • Develop a detailed Basic Assistance (BA) activities plan aligned with the defined scope and objective of the project and monitor progress against the plan.
  • Manage and lead the Basic Assistance Team to ensure they have the necessary knowledge, tools, and skills to perform the work
  • Manage the coordination of all stakeholders and partners engaged in the project work
  • Record and manage Activity issues and risks and escalate as necessary
  • Provide regular status reports to the Project manager

 

Operational Roles and Responsibilities

 

  • Supervise the activities related to the BA program implementation in the targeted/affected areas, including regular visits to observe the progress of implementation
  • Supervise monitoring and evaluation of the implementation of the activity to determine more areas for improvement and best practices
  • Provide direction to BA Program Team and monitor field Assistants  in their implementation of the work plan and quality of technical activities
  • Develop and roll out appropriate beneficiary targeting criteria and selection processes, ensuring participation of the targeted communities
  • Oversee effective beneficiary registration and management, using Concern’s Beneficiary and Transfer Management System
  • Oversee the distribution of cash assistance to targeted programme participants, in line with Standard Operating Procedures, ensuring appropriate and timely communications and resolution of any issues/complaints
  • Collaborate with M&E team to conduct timely assessments, including baseline survey, market assessment and post-distribution monitoring.
  • Ensure that gender, protection, the environment, and other important cross-cutting concerns are taken into account in program design, implementation, and reporting; ensure that activities reflect the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities
  • Act as focal point for ensuring effective inclusion and feedback of programme participants and the wider communities. Create channels for dialogue between the BA response and the affected population, to ensure appropriate technical interventions
  • Support the establishment of an effective complaints response mechanism for the project
  • Facilitate arrangement and coordination for special activities as required.
  • Facilitate planning meetings and workshops when required
  • Ensure development and facilitate requirements for effective and efficient oversight, support,
  • Ensure the reports are as per set schedules (weekly, monthly, quarterly .....) on grant activities indicators and achievements are produced in quality
  • Represent Concern at national level coordination meetings
  • Participate in meetings with  Partners regarding the progress of the project and clarifying issues/ concerns and ensuring implementation of agreements as the case may be
  • Constantly look for new ways to further improve the program, new tools, training, etc… a type of R&D for the program

Quality control and reporting systems and processes

 

  • Ensure updated project documents, for quality and timely implementation of the project
  • Ensure regular technical field monitoring and modifications as required
  • Ensure maintenance of database/archive/records of reports and project documents
  • Ensure reporting guidelines for field trips, trainings, etc. are adhered to

Person specification:

Essential

  • Degree in the social sciences: Psychology, Social Work, etc.
  • Experience in implementation and monitoring of cash transfer programming, particularly multi-purpose cash assistance.
  • Experience organising cash (ideally) and/or in-kind distributions.
  • Knowledge of protection principles in humanitarian aid;
  • Excellent communication skills, including training and facilitation;
  • Good team player;
  • Excellent information technology skills;
  • Diplomacy, assertiveness, and cultural sensitiveness;
  • Fluency in English and Arabic written and oral.
  • Flexibility in working overtime when needed and ability to handle pressure well

Desirable

  • Good organizational and planning skills
  • Good computer skills particularly Microsoft office packages
  • Excellent verbal and written communication skills, with strong attention to detail
  • Certificate in Cash-Based Programming (e.g. CALP Core CVA Skills)
  • Experience using technology, e.g. digital data gathering devices and/or a beneficiary and transfer management system
