Finance Officer

Roles and Responsibilities: 

  • Ensure that all financial transactions are carried out and recorded in accordance with donors’ procedures and policies.
  • Review the Cash and Bank reconciliation and monitor all bank deposits and payments
  • Monitor the expenditures to ensure that program funds are utilized appropriately by the close of the project
  • Maintain and update budget trackers and provide budget analysis 
  • Recommend financial solutions
  • Ensure the implementation of the donors’ financial guidelines
  • Prepare withdrawal request and statements of expenditures
  • Ensure that the records for all contracts are well maintained
  • Prepare the project Interim Unaudited Financial Reports and the annual project financial statements
  • Maintain a fixed asset register for the project’s fixed assets
  • Ensure adequate preparation of all payments related to the project while making sure that supporting documentation is properly maintained
  • Establish and maintain a suitable internal control system for facilitating the procurement of Works, Goods, and Services
  • Document accounting policies and procedures and safeguarding financial documents
  • Maintain and update a monthly cash flow report for management
  • Cooperate with the external auditor to facilitate the submission of the project audit report and audited financial statements
  • Facilitate overall compliance with the agreed project financial management arrangements

Qualifications:

  • Bachelor’s degree in Business Analytics, Business Administration, Statistics, Economics, or any other related field  
  • Additional certification in Finance is a plus
  • At least 6 years’ experience in finance related role
  • Experience working with international agencies is a plus
  • Proficiency in MS Office
  • Fluent in English and Arabic, French is a plus

Duration:

  • The duration of this contract is part-time over a total of 8 months ending in July 2023. Remuneration will be determined based on the candidate’s experience and the project budget. Based on program needs, budget availability and consultant performance, the contract may be extended.
