Senior Case Worker - Transit Shelters

INTERSOS is a non-profit Humanitarian Aid Organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Job Title      : Senior Case Worker - Transit Shelters

Reports to         : Collective Shelter Officer (Line Management) and Protection Manager (Technical Referent)

Duty Station       : Transit Shelters and Bekaa roving between centres (El Marj, Majdel Anjar, Qab Elias, Ghazze and Rachaya)

Position Type    : Full Time

 

 

Job Purpose:

 

The Senior Case Worker - Transit Shelters is responsible to ensure the provision by INTERSOS of quality case management services at the Transit Shelters. He / She is responsible to supervise and manage the Transit Shelters.

 

Act according to GBV and Child Protection case management guidelines and principles including: survivor centered approach, respect of confidentiality, prioritize according to safety concerns, ‘do not harm’, ensure a non-discriminatory approach, act according to the best interest of the child, ensure accountability, respect professional boundaries and avoid conflict of interest.  

  1. Ensure that protection principles are understood, maintained and enforced;
  2. Provide direct support and care for vulnerable case with protection concerns (including survivors of gender-based violence), including psychosocial support and case management.

 

Generic Duties:

 

  1. Plan/Coordinate with Line Manager and the Case Workers team; and in high-risk cases, in consultation with Protection Manager, to avoid duplication.
  2. Conduct home visits to assess the living conditions of the cases, when needed, and if the child/the survivor/the PoC give her/his consent;
  3. Ensure the provision of emergency cash assistance for the most vulnerable clients, according to the needs of the clients, the agreed criteria and the internal procedures and under the supervision of the Protection Manager
  4. Be available to participate in meetings and trainings in and outside the centres including case management meetings and case conferences meetings or any other meetings when required
  5. Accomplish any other assignments given by supervisors or the Project Manager;
  6. Be available to participate in events, meetings and trainings in and outside the centres including case management meetings and case conferences meetings or any other meetings when required by the Protection Manager.
  7. Accomplish any other assignments given by supervisor or the Project Manager relevant to the role.

 

Overseeing incoming referrals and occupancy:

  • Call for and participate in MFT panel meetings, keep record of all MFT panel meetings and document the MoM for each meeting.
  • Tracking exit-oriented action plan implementation progress in consultation with respective case workers:
  • Open a file for each case that enters and leaves the shelters, and keep a well-documented tracking system for each case;
  • Serve as link with caseworkers, monitoring case progress made in relation to action plans outlined at beginning of stay;
  • Reach out to the referring case management agency when any situation arises with the individual case. The referring case manager is responsible for continuing close follow-up with cases during stay at the shelters, through various cross-sectoral services depending on the specific needs of each case in order to help the resident become self-sufficient.
  • Ensuring quality of support services at shelters
  • Visiting the shelter at least twice a week, keep close monitoring of the day-to-day activities, at the shelter

 

Transit Shelter Management:

  • Conduct information sessions on rules and regulations, and follow up on resident adherence to the same in each shelter;
  • Make sure that each family has signed the Conditions of Stay and Liability Form before residing in the shelter;
  • Ensuring that no official outside visits are permitted to enter the shelter without prior notice to and approval;

 

Specific Duties:

 

Case Management:

  1. Act as referral focal point for INTERSOS transit shelters in the geographical area of coverage under her/his responsibility and follow-up with the cases according to the case management national guidelines
  2. Ensuring proper handling of cases, documentation of forms and databases.
  3. SCW supports the team in finding solutions and appropriate responses to everyday challenges, and will flag issues (both urgent and structural) with case management to the supervisor.

 

Monitoring and Reporting:

  1. Provide daily and weekly updates to the Protection Manager about new cases assessed as per internal rules;
  2. Follow the monitoring strategic plan for case management and send all documents to the Protection Manager each month;
  3. Collect the data about cases assessed and assisted by case workers in her/his team to update the internal case tracking sheets (weekly and monthly reporting);
  4. Ensure the effective filing of cases, reporting on GBVIMS and on Knack with all the needed documents and files.
  5. Liaise and report to supervisor and Protection Manager the main issues encountered and provide recommendations to solve them

 

Meetings, trainings and capacity building:

  1. Meet weekly with supervisor and Protection Manager to discuss about ongoing issues and strategy for the teams
  2. Attend external meetings on case management as required by the supervisor and Protection Manager
  3. Participate in capacity building initiatives and ensure in agreement with supervisor and Protection Manager on how to best transfer this knowledge to colleagues

 

Focal points:

function as focal point to follow up on specific themes (health, PSS, shelter etc) in agreement with the supervisor and Protection Manager specific to follow-up at the Transit Shelters. ,
