Outreach worker (based in Tripoli)

OBJECTIVE OF THE POSITION:

In the frame of OCHA SHA Project “Strengthening humanitarian actors' capacities towards an accountable, evidence-based response inclusive of persons with disabilities”, and under the supervision of the Project Manager and in close collaboration with the Inclusion National Field technical specialist INFTS the Outreach Worker (OW) will identify persons with disabilities in need of assistance in Tripoli and Akkar and refer them to the services provided by the 4 supported organizations and the community actors.

Responsibilities

Responsibility 1: The outreach workers will conduct the outreach assessment through field visits in order to support the inclusion of persons with disability in the community, in Tripoli and Akkar.

Aim: Ensure that the needs of the persons with disability are identified, prioritized, and in a participatory approach person are referred to the disability and mainstream services existing in the community including the 4 supported organizations to fulfill their needs.

Tasks:

  • Conduct home visits for persons with disabilities in Tripoli and Akkar areas in a respectful and dignifying manner.
  • Identify and document beneficiaries’ specific and prioritized needs following a participatory approach.
  • Work closely with the inclusion technical officers in Tripoli and Akkar to discuss and update the activities’ plan & timeframe.
  • In collaboration with the Inclusion Technical Officer, ensure safe identification and referral & follow up mechanism is implemented at both internal and external level as per HI standards.
  • Apply basic psychosocial communication skills including active listening when interacting with beneficiaries.
  • Ensure the confidentiality and privacy of the information shared by the beneficiaries at all times.
  • Uphold the humanitarian principles in daily tasks including the informed consent of the beneficiaries.
  • Maintain professional and good communication with the 4 supported organization staff and the community actors.
  • Carry out and update the map of services.

Responsibility 2: Data management, reporting, and team collaboration.

Aim: Ensure that the users’ information is collected and reported properly in the project.

Tasks:

  • Perform data entry and ensure data is accurate, complete, and consistent.
  • Collect all the missing information from the field related to the outreach process or to project’s reporting.
  • Organize all the files/documentation and respect confidentiality at all times.
  • Continuous follow up of the database.
  • Daily reporting on outreach/ referrals’ submissions and bi-monthly planning.
  • Timely inform the INFTS of the weekly needs/updates and produce the related documentation.
  • Refer to the INFTS for technical support when needed.
  • Participate in the different activities that are common to all team’s members.
  • Maintain professional and good coordination with all team’s members.
  • Ensure internal standards, guidelines, and policies including safeguarding are respected.
  • Attend the follow up meetings and the coaching sessions led by the INFTS and the inclusion technical officer.

Responsibility 3: Contribute to project’s monitoring, lessons learning and reporting 

Aim: Ensure the project intervention remains on the right track and it considers of good/bad/successful/failure practices

Tasks:

  • Contribute to the development of data collection tools for documenting indicators, under the lead of the RTU and MEAL; and in collaboration with the RTU and MEAL, develop low/medium complexity data collection tools.
  • Collect data in relation with core tasks and contribute to the measurement of the progress made.
  • Support the line-manager in analyzing the data collected and in identifying necessary adjustments in the project implementation framework to improve the quality and impact of the intervention.
  • Contribute to the identification of good practices under the project.
  • Develop case studies and success stories to illustrate changes induced by the project and for communication use.
  • Contribute to planning and producing activity reports and donor report.
  • Contribute to the preparation and implementation of project quarterly reviews.
  • Participate to the organization of technical reviews and technical missions.
  • Contribute to the development of lessons learning exercise, data collection and analysis and the production of dissemination document.
  • Facilitate the field implementation of project’s evaluations and of researches.

EDUCATION AND EXPERIENCE:

  • University degree in social work or related domain, of expertise
  • Experience working with persons with disabilities with preference with NGO.
  • Minimum 3 years’ experience the field of expertise, in emergency or/ and development context
  • Have experience in community based activities; home visits, interviews with households and focus group discussions
  • Have knowledge in users centered approach
  • Have comprehensive analytical skills in assessing needs, reporting and coordinating internally and externally.
  • Ability to work with partners, civil society organizations or public authorities
  • Knowledge of referrals mechanisms
  • Good knowledge of Microsoft Office Programs, Excel, Word and Power Point.

SOFT SKILLS:

  • Ability to respect deadline and work under pressure
  • Very positive personality, with strong orientation towards solutions
  • Adaptability, flexibility and autonomy in work
  • Excellent communication skills Proactive, solution maker, strongly positive, constructive and dynamic personality
  • Fluent in Arabic and good in English (writing and speaking).
  • Confidentiality is required in all these responsibilities.
  • Proven coordination skills to work with a diverse network of actors and users/beneficiaries respecting age, gender, disability and other personal factors.
  • Strong interpersonal and intercultural skills.

Basic salary range for the position : The Outreach Worker is going to be paid according to the experience and to HI salary Grid.
