Midwife

 

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.  

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Shelter, Protection, Health and Food Security Livelihood Recovery sectors.

OVERALL MISSION

  1. GENERAL OBJECTIVE

Under the direct supervision of the Health and Nutrition Team Manager, the Midwife is responsible for the set-up and activities’ development of the community health network and all community health intervention and outreach approach based on PU-AMI’s Health Intervention Strategy in the catchment areas and other priority assigned areas.

 

The Midwife also roves around community health clubs, follows up on cases and provides counseling based on the project’s framework.

  1. RESPONSIBILITIES AND TASKS

1. ENSURE PROPER IMPLEMENTATION OF ACTIVITIES

 

  1. Lead the scale up plan for developing the community health network(s) in the areas assigned in the project intervention framework;
  2. Lead the implementation process of the tracking system for referrals from the community to PHCCs for health, nutrition and lactation within PU-AMI and other organizations; Liaise with PU-AMI multidisciplinary Team for the activities related to referral with the PHCC (i.e. follow up on special cases, malnutrition, anemia, breastfeeding disrupted cases, etc.);
  3. In collaboration with the Health and Nutrition Officers, ensure that Community Health Volunteers have the necessary information on Infant and Young Child Feeding (IYCF) and referral system as well as provided services, and have the proper understanding the activities to be implemented in the framework of the project;
  4. Report immediately any difficulty or delay faced in the implementation of activities to the Health and Nutrition Team Manager;
  5. Cooperate with the Health team especially with Health and Nutrition Officer(s) on referred cases from the community;
  6. Liaise with the Information Management Officer to make sure data registration is accurate on hard and digital copies;
  7. Participate in delivering Community Health Clubs’ sessions and provide feedback to Community Health Volunteers to improve their performance;
  8. Rove among assigned catchment areas and deliver IYCF awareness raising as well as Sexual & Reproductive Health and Rights (SRHR) counselling and consultations through the SBCI;
  9. Provide awareness raising sessions about topics related to SRHR, ANC/PNC, family planning and vaccination, malnutrition screening and other relevant topics;
  10. Refer the patients to the PHCCs;
  11. Identify and follow up with the mother and child who may have problems in their breastfeeding;
  12. Ensure inclusion of vulnerable groups and people with special needs including adolescent girls, pregnant women with disabilities, minorities and others;
  13. Identify pregnant and lactating women and deliver counseling sessions to them;
  14. Identify malnourished children and infants to be referred to the nearest PHCC/malnutrition centers as per referral mechanism set by MoPH;
  15. Provide one-to-one and group counseling sessions on IYCF;
  16. Plan and perform household visits through the SBCI program (i.e. consultations, counseling and awareness raising sessions) to support pregnant and lactating women and girls;
  17. Deliver sessions on exclusive breastfeeding, complementary feeding and IYCF practices, and indicate provision of cash for transportation for the cases with malnutrition;
  18. Identify the provision of breastfeeding gift kits and ensure their proper stock management and delivery of educational information about the kits;
  19. Coordinate closely with the PHCC Health Team Manager when referring cases to the PHCCs.

 

2. CAPACITY BUILDING

  1. Ensure coordination with PU-AMI staff and stakeholders concerning community intervention activities;
  2. Support the health and Nutrition Officers in providing technical inputs on the training materials for the Community Health Volunteers to improve their performance in their awareness sessions and community mobilization on SRH as well piloting one CHC linked to mother to mother support;
  3. Be responsible for the preparation and provision of trainings related to IYCF and maternal & child health to Community Health Volunteers.

 

3. LOGISTIC & ADMINISTRATION

  1. Define the needs in materials and tools required to conduct trainings, health campaigns and outreach activities;
  2. Organize and coordinate training sessions: venue, attendees, and support materials for the one pilot CHC;
  3. Comply with all logistics’ and administrative rules, procedures and processes and ensure the timely supply of all logistics’ needs for the successful implementation of the program.

 

4. REPORTING & DATA COLLECTION

  1. Collect and report information on identified cases and referrals;
  2. Identify the number of assessed individuals and progress towards assigned target;
  3. Document and report training sessions and feedback from participants;
  4. Document and report Community Health Clubs’ sessions and feedback from participants when applicable;
  5. Be responsible for compiling and reporting to the line manager the data on a weekly, monthly, quarterly and annual basis and/or upon request;
  6. Report on project’s targets and progress.

 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

  1. PRIORITIES OF THE DEPARTMENT
  1. Understand the host community and the status of the refugees’ distribution and context;
  2. Set up according to scale up plan the community health network in the assigned catchment areas supported by PU-AMI;
  3. Attend IYCF training which will help to implement smoothly the project.
  4. Provide continuous feedback to the staff and line manager on challenges, lessons learnt for continuous improvement on better health care at community level;
  5. Provide counseling and consultations to beneficiaries and ensure smooth implementation of the project’s components.

QUALIFICATIONS

MANDATORY REQUIREMENTS

  1. Language skills: Fluent in English and Arabic
  2. Education degree: Midwifery Diploma, certified by the Ministry of Public Health to practice in Lebanon.
  • A certified lactation specialist would be an asset.
  1. Work experience: Proven experience working in NGOs for 2-4 years and community health as well as IYCF
  2. Knowledge and skills:
  • Good knowledge of the governorate of activities implementation with the willingness to travel and move for the scope of the work;
  • Excellent experience in conducting trainings 
  • Excellent communication (especially in public) and diplomacy skills to manage relationship in potentially tense situations
  • Literacy in reporting, experience in conducting surveys
  1. Computer skills: Excellent knowledge of the MS office software including Word, Excel, Outlook
  2. Other: Valid driving license (1-year minimum)
