CONTEXT

The European Institute for Cooperation and Development (IECD) is a French non-governmental organization (NGO) founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises, and access to education for the most vulnerable. IECD has been operating In Lebanon since 1989 and opened a regional office in Beirut in 2007.

 

Semeurs d’Avenir (SDA), association created in 2010, is the operational partner of the IECD. As part of its partnership with IECD, SDA implements projects in the field of entrepreneurship, education, training, and professional integration.

 

The “on-the-job training” project was created in 2021 as a response to the need for skilled workers in the heritage preservation field. The aim is to train beneficiaries on a real site in order for them to become apprentices in a trade of their choice. Ten specializations are currently offered: wooden roof trusses, traditional carpentry, tiling, lime plastering, cement conservation and plastering, wrought iron, painting, sanitary/plumbing, electrical and HVAC systems.

 

To support this project, IECD and SDA are searching for two technical education consultants to create curricula and update the ones present for the trades that were previously mentioned.

This project targets beneficiaries from vulnerable backgrounds, with ages varying from 15 to 35. Most of the trainings don’t require a pre-requisite from the beneficiary.

 

Scope of work for each technical education consultant

 

Curricula development

  • Develop the material of 2 full curricula out of the following pool (deliverable for mid-January 2023)
  1. Traditional carpentry
  2. Roof trusses and Baghdadi
  3. Tiling
  4. Wrought iron

 

 

 

  • Adapt the material of 2 curricula out of the following pool based on existing material (deliverable for mid-April 2023)
  1. Cement plastering
  2. Painting
  3. Mechanical works: sanitary/plumbing and HVAC
  4. Electrical works
  • Review the existing material and available documentation related to the training (equipment/consumables list, certification framework…).
  • Suggest improvements where relevant.
  • Support in writing the updated competencies based on current market needs.
  • Coordinate with the different trainers of the trades assigned to compile the needed information that will constitute the curriculum (tasks, competencies, assessment methods…).
  • Support in describing the profile of the apprentice who will graduate from the training based on current market needs.
  • Follow up with the trainers during the training phase to make sure the pedagogical content is well established.
  • Coordinate with the Pedagogical Expert in IECD regarding content and exercises while working according to the Competency-Based Approach.

 

Training of Trainers

 

  • Prepare the Training of Trainers (TOT) after the completion of the curricula.
  • Be present during the TOT and participate in evaluating potential trainers.
  • Follow up with the trainers during the training.

 

DELIVRABLES

 

  • Each consultant will deliver the curricula created in soft copy within the timeframe mentioned above.
  • Each consultant will elaborate the technical part of each TOT.

 

All the deliverables should follow the IECD methodology and available templates, while reporting to the Pedagogical Expert at IECD.

 

PROFILE

 

Education

  • University graduate with an advanced degree in education or architecture/engineering.

 

Experience

  • At least 2 years of professional experience in the education sector preferably with a focus on curriculum development and/or textbook development.
  • Experience in vocational training.
  • Experience in the competency-based approach is an advantage.
  • Technical experience in the construction field is an advantage.

 

Recommended skills and competencies:

  • Fluency in Arabic and English is required. French is a plus
  • Oral and written communication skills
  • Organizational skills
  • Ethical and professional integrity

 

 

OTHER INFORMATION

 

The Technical Education Consultant will be working with the on-the-job training team, the Project Manager, and the Pedagogical Expert. 

Job Location: remote work with few visits to IECD Beirut Office and on site in Zoqaq Al Blat
