JOB SUMMARY
The Supply Chain Planner ensures that the future demand needs of the Health department are available in the system by preparing and uploading medical forecasts. S/he sees to it that all forecast inputs are processed, and that goods sourcing meets demand in the most efficient and effective way. S/he also carries out order fulfilment activities for medical items in accordance with service level agreements and ensures that the Health department needs are understood, met, delivered and well communicated. S/he is logistics focal point for the Health department’s demand planning process.
OBJECTIVES AND TASKS
Functional Responsibilities:
- Works closely with the Health department to plan and forecast the demand for medical items (30%)
- Is responsible for the delegation’s consolidated demand figure for medical items; maintains monthly forecasts in line with ICRC’s logistical and financial procedures.
- Is the logistics focal point for the Health department’s demand planning process; organizes and leads bilateral collaborative demand planning (CDP) meeting with Health.
- Maintains the Delegation’s medical stock items and contingency stock items lists.
- Proposes and monitors buffer stocks based on own analysis.
- Analyses medical items’ historical behaviour and forecast accuracy, and provides the Health department with the results, main trends and deviations.
- Shares lists of dead, soon-to-expire, and overstock with Health in order to distribute prior to expiry.
- Takes part in Health department meetings and takes part in planning changes to health programmes.
- Manages the supply planning for medical items to meet demand efficiently and effectively (30%)
- Monitors material resource planning (MRP) suggestions, analyses supply and demand, and makes appropriate recommendations to improve forecasting accuracy.
- Decides on order fulfilment based on the delegation’s stocking strategy per product category, and in accordance with the priorities identified together with the requesting departments and logistics team, to ensure the most effective and efficient inventory management.
- Based on MRP suggestions, creates draft purchase orders, transfer orders, inter-site orders and work orders as appropriate. Monitors and follow-up on the supply pipeline with Purchasing and upstream sites.
- Sets and updates the MRP system parameters and item settings in the ‘’JD Edwards’’ software.
- Contributes to setting the stock-management policy for the country, in line with the Global Network Policies and considering all operational constraints.
- Performs order management and customer service for medical orders (30%)
- Processes and fulfils clients’ medical orders according to the procedures and pre-established fulfilment guidelines.
- Ensures the requesting departments’ needs and requests are addressed within a reasonable time.
- Follows the preparation of orders with the medical warehouse and ensures they are fully completed in the shortest possible time.
- Prioritizes orders according to the promised delivery date or level of urgency; arrange distribution schedule to meet promised delivery dates on time.
- Records and files documents pertaining to the ordering process; registers and forwards claims and comments from requesters. Ensures problems are treated as quickly and efficiently as possible.
- Keeps requesters informed of non-availability of the items and suggest a substitute/lead time for back-order
- Keeps requesters regularly informed of the progress of their requests.
- Train health staff on the use of Logistics system and business intelligence tools (Tableau)
- Acts as focal point for medical logistics matters and maintains close contact with health staff; visit the field regularly
- Performs additional duties for the supply chain unit (10%)
- Monitors and analyses performance metrics on medical and general logistics dashboards (Tableau), determine and propose corrective action to the Supply Chain Coordinator.
- Ensures that the priorities set by the Supply Chain Coordinator(s) are followed.
- Uses the Logistics information management tools effectively.
- Participates in monthly and yearly medical warehouse stock inventories following ICRC procedures.
POSITION REQUIREMENTS
Minimum Qualifications:
Years of experience required: 3 to 5 years in logistics
Level of education: Bachelor’s degree
Field of education: Economics, Business Management, International Logistics, Supply Chain Mgmt.
Training: Certification Humanitarian Logistics (an asset)
Languages: Arabic & English both very good written and spoken. French (nice to have)
Computer Literacy: Fully conversant with IT tools. Strong background with ERP system.

JOB DETAILS
Job Location: Beirut Delegation, with possible field trips.
Working Schedule: Monday to Friday from 8h to 16h30.
Contract Type: Fixed term, 1 year (renewable based on performance and need for position)
Salary Range: USD 3’000 – USD 4’000.
