National Individual Consultant to Support the ILO in conducting an assessment on the results of the implementation of the Know About Business (KAB) entrepreneurship education programme in selected Technical and Vocational schools across Lebanon

PROJECT BACKGROUND

The waves of disruptions conveyed by technological change, demographic change, climate change, migration and globalization, and more recently the COVID-19 pandemic, are making skills development increasingly complex, fluid and unforeseeable. For this, the ILO has decided to launch a Norway funded Global Programme on Skills and Lifelong Learning (GPSL3), which aims to support ILO constituents in 34 target countries, among which is Lebanon, in galvanizing forces on skills and lifelong learning for the Future of Work.

In Lebanon, the socio-economic situation has grown more severe since the widespread civil disturbances in October 2019 and the resignation of the Lebanese Government, followed by the COVID-19 pandemic. These factors have had severe consequences. According to ILO’s rapid impact assessment of COVD-19, up to 50% of workers surveyed have been permanently dismissed with an additional 34% temporarily laid off; 94% have experienced a reduction in wages since March 2020. The impact is disproportionately felt by workers in the informal sector.

One of ILO’s objectives through its intervention in Lebanon is to pilot a model for entrepreneurship education and propose it for upscaling. Continuing the work started during the Norway–ILO PCA 2018–19 on mainstreaming entrepreneurship education, this outcome focuses on piloting the Know About Business (KAB) programme in the Directorate General of Vocational and Technical Education and Training (DG TVET) schools and training centres.

ASSIGNMENT BACKGROUND AND OBJECTIVES

Under the framework of this project, the ILO trained in 2019 and 2020 a total of 63 technical and vocational teachers (28 Females and 35 Males) from 49 different schools, on the Know About Business (KAB) entrepreneurship education programme1. Currently, 49 out of 63 teachers are implementing the programme in their classrooms and are prospective certified KAB national facilitators.

The implementation of the KAB programme in schools suffered due to consecutive lockdowns and rising economic challenges in the country. For this, the ILO embarked on the digitalisation of the KAB programme, allowing teachers to remotely deliver the programme to their students.

In the academic year of 2021-2022, teachers implemented the programme in person and online and reached 1,530 students (784 females and 746 males). A first round of monitoring visits was conducted in December 2021 and January 2022, during which 30 teachers were monitored in their delivery of the KAB programme to their students (16 in person, 14 online). The remaining 19 teachers were visited during a second round of monitoring visits in June 2022.

In August 2022, a refresher workshop was held for the 49 teachers implementing the programme, during which the teachers shared their experiences and lessons learned, reviewed the financial subjects and certified upon completion of an assessment test.

In order for the ILO to capture the effect of the KAB programme on targeted teachers and students, there is a need to conduct an Impact Assessment.

SCOPE OF WORK, METHODOLOGY AND DELIVERABLES

The ILO is looking to assess the effect of the Know About Business (KAB) entrepreneurship education programme and ILO’s intervention under this component in selected Technical and Vocational schools across Lebanon.

For this, the consultant is requested to do the following:

Inception report which includes a proposed methodology for the assessment (total of 5 days):
- Meet with ILO officials to discuss the implementation of the KAB programme since 2019 until 2022 and agree on the assessment’s methodology and the report’s outline and content (1 day).
- Prepare a draft of the questions for selected students, teachers, directors, DGTVET officials and ILO officials, for ILO’s review and clearance (1 day).
- Submit the Inception Report which details the methodology of the Impact Assessment for ILO’s clearance (3 days).

Interviews and assessment report writing (total of 10 days):
- Conduct face to face and phone interviews with students, teachers and directors of selected TVET schools, as well as DGTVET and ILO officials to assess the results of the KAB programme and ILO intervention under this component (7 days).
- Develop the Impact Assessment report containing the results analysis for ILO’s review and final clearance (3 days).

By the end of the assignment, the consultant will be expected to submit the following deliverables:
1. An Inception report with a detailed methodology of the assessment.
2. An Assessment report that includes testimonies from students, teachers and directors, DGTVET and ILO officials, and all related results’ analysis.

All data and information received from ILO for this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference (TOR). The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the express advance written authorization of the ILO. All intellectual property rights arising from the execution of these TOR are assigned to the International Labour Organization.

The intellectual property rights of the materials modified through the assignment remains with the International Labour Organization.

REQUIRED QUALIFICATIONS

The consultant is expected to have the following qualifications:
• Familiar with entrepreneurship programmes in Lebanon;
• Previous experience in conducting Impact Assessments and collecting qualitative data;
• Excellent professional speaking and writing skills in both Arabic and English;
• Have an experience in working with local entrepreneurs and vulnerable communities;
• Have an experience in working for crisis affected countries and a good understanding of the current context of multiple fold crisis in Lebanon.

SUPERVISION AND LOGISTICAL ARRANGEMENTS

The consultant will conduct the assignment under the supervision of the Enterprises Specialist at ILO ROAS.

TIME FRAME

The consultant will work for 15 days over the period from 09/11/2022 until 30/11/2022
