Background of the Project  

The North Lebanon Local Development Programme for Deprived Urban Areas (UDP_NL) proposes as an overall objective to contribute to political stability in North Lebanon through addressing critical issues to stability and conflict prevention in that region: more inclusive economic development and social stability. The main target groups are vulnerable youth and women. The specific objectives of the programme are the following:

• Specific Objective 1 (SO1): Reduction of the social frustration in North Lebanon. The programme will tackle the social frustration linked to a) poverty - unemployment and b) poor environment urbans.
• Specific Objective 2 (SO2): Strengthening of inter-communitarian relations in North Lebanon. The programme seeks to strengthen these relations notably by improving the inter-communitarian relations at youth and children level.

This request for tender is launched to support the Modul 1 of UDP_NL which aims to contribute to more inclusive economic development. The Module is tackling poverty and unemployment by promoting income generation capacities particularly of youth and women, by deliver Competency Based Training in public Technical Institutions in North Lebanon.

Context

This request for tender is intended to identify a supplier who can provide 400 tablets and power banks to 6 public technical institute in North Lebanon, and deliver them to the specified delivery location within 14 days.

These tablets will be handed over to 6 Public technical institutes in North Lebanon in order to be distributed to the trainees who participate in one of the competency-based training courses. Moreover, the tablets will be distributed to the trainees under the supervision of the UDP_NL team and with close follow up with the headmasters and trainers of the concerned technical institutes.

Tasks to be performed by the contractor

The contractor is responsible for providing the following services:

• Provision and delivery of the tablets of which their specifications are detailed in the following table. The technical characteristics of the article and the quantity should be delivered according to the specifications below: 

- Qty 400, Tablets with the following specs

• OS: Android
• Display: Minimum of 10.1” 1280x800 Pixels
• CPU: 8C (With at least 4 x 1.8GHz + 4 x 1.8GHz)
• Front camera: 5.0 MP
• Rear camera: 8.0 MP
• Storage: 64 GB
• RAM: 4GB
• Network: LTE + WLAN + BT
• Battery: Minimum of 5000 mAh
• Accessories: Cover + Screen Protector, is included in BoQ
• Warranty 1 year

Qty 400 - Power Banks with the following specs:

• Power banks for tablets – 20,000 MA + charging cable
• type-C charging cable
• two cables – one to charge the power bank and another for the tablet.

Delivery Terms 

• The provider must send and install the tablets to the intended locations.  The 6 locations of the Public Technical Institutes in North Lebanon are:

1. Douma Technical School: Batroun, Douma, on the right side of Douma Hotel, after Douma elementary school.
2. Zgharta Technical Institute: Al Aakbe, front of Byblos Bank.
3. Deir Amaar Technical Institute: Deir Aamar Road, after the checkpoint, in front of Deir Aamar Institute.
4. Mar Antanios Technical Institute: Zgharta, Khaldieh, Antonine Sisters School, next to Malta dispensary, Mar Antanios Institute.
5. Amioun Technical Institute: El Kalaa, Nesta Abdo street, front of the Black horse restaurant.
6. Bhaboush Technical Institute: Koura, Bhaboush – Bziza, next to the medical health center (Mujamaa Sohhi), Cheikh Khalil Hussein Institute.

• The price for this service shall be included in the unit price of the offer. The Annex 1 17.4088.5-004.00_Annex1_Financial_Offer_IT-equipment must be used.
• A guarantee document for concerned products must be delivered with the concerned equipment.
• Period of assignment: All items have to be delivered within one weeks after order.

• This assessment grid (ANNEX 2) for the offers, will be used to evaluate the eligibility of the technical offer. After successful completion, the cheapest bid will be awarded the contract.

 Requirements on the format of the bid

1.  Technical Offer

   The technical offer contains:

• Company’s Portfolio, Background and Experience
• Company’s legal documents (registration papers, tax registration, etc)
• Characteristics and Specifications of the equipment with pictures
• Certificates of guarantee of the equipment

2 Financial Offer/Proposal in USD without Taxes/VAT and Registration  

•   Financial Offer/Proposal includes the date and the company’s sales tax number 
•   Financial Offer: Filled excel sheet including the price (per unit and the total) of each item

Eligibility Criteria

• The supplier must have an official registration and MoF registration in Lebanon (minimum requirement)
• The supplier should provide a guarantee document for the concerned equipment
• The supplier should prove that equipment is not supplied from RUSSIA OR BELARUS
• The supplier should be able to deliver the materials to the 6-intended location in North Lebanon (minimum requirement)
• The supplier should provide a letter of recommendation in case of previous experience with international organization (preferred requirement)
• The supplier should be able to understand our procurement process (minimum requirement)
• The supplier should be available for follow up discussions after contract expiry

The evaluation of the offers will be done based on the “evaluation grid” in ANNEX 2.
