Oxfam in Lebanon – Partnership Roadmap Consultant

           -Terms of Reference -

 

1. BACKGROUND INFORMATION

Oxfam works with others to build a global movement for change to support the actions of poor and marginalised people and communities in order to overcome poverty and suffering more effectively. We believe that this is more likely to ensure lasting, locally-owned development, and relevant and accountable campaigns and humanitarian interventions.

We believe that local communities and other civil society partners can better understand, represent, and address the rights, needs, and aspirations of poor people. All partners, including government and the private sector, are central to creating the conditions and structural changes necessary for effective people-centred, sustainable change and development. The programmes we implement together can encourage and enable the real participation of people living in poverty, be more sustainable, and have greater impact. The knowledge, skills, reach, and experience that we offer each other mean that, together, we can make more of a difference than if we worked separately.

 

Oxfam has been working in Lebanon since 1993 on the provision of humanitarian assistance to vulnerable communities, inclusive economic development, as well as long-term development support to civil society organisations and local authorities. 

 

2. PURPOSE OF THE CONSULTANCY

 

One of Oxfam in Lebanon’s main priorities is the promotion of partnerships and local humanitarian leadership. We are seeking a consultant to develop a partnership roadmap for Oxfam in Lebanon (OiL) that (1) reviews OiL existing partnership portfolio - defines types of partnerships currently undertaken, (2) defines OiL’s partnership portfolio capacity in light of resources and funding (3) outlines different partnership modalities – including partnership areas to explore of for the country office while accounting for feminist principles and approaches.

 

It is expected that the consultant will develop a partnership roadmap for OiL that will help guide the country office in ensuring strategic selection of partners with added value on both ends, explore different approaches to partnering with local NGOs, structures, and groups, and maintaining a healthy partnership throughout the partnering cycle.

 

 

3. SUGGESTED METHODOLOGY

 

A desk review of OiL strategies, project proposals, recent evaluation reports and other relevant documents that will need to be conducted to provide the consultant of the overview of the country office’s approach and experience in working with local partners.

The consultant will be expected to consult members of the Country Leadership Team (CLT) and Senior Programme Team (SPT) to develop:

  • A mapping of current partnerships including sectors, areas of expertise, alignment, added value and type of the partnership etc.
  • Suggested contextualized approaches to partnerships outside traditional sub-granting schemes and usual actors highlighting: (1) mutual value creation, (2) complementarity, (3) risk mitigation measures, (4) capacity support plans including time and investment, (5) transfer of knowledge and resources and (6) exit strategies. 

All deliverables should align with Oxfam’s partnership principles.

4. EXPECTED DELIVERABLES AND TIMELINE

  2. A Presentation of the Partnership Roadmap

 

The development of the roadmap is expected to be carried out within 30 working days from the signature of the contract.

    1. Proposal Submission

    Interested candidates should submit:

    2. Please provide a brief proposal which includes a methodology, a workplan, and a budget. The budget should also include the rate per day, as well as all the estimated costs including, communication and transportation.

    5. The financial offer should be in USD.
    6. Registration and official government documents, MoF# if applicable (for potential candidates in Lebanon only). Noting that 7.5% will be deducted from the total amount if not registered (or if outside of Lebanon).
