NAHNOO is a registered Lebanese Non-Governmental & Non-Profit Organization. NAHNOO has been working since 2009 as a research, capacity-building and advocacy platform for participatory policymaking, towards an inclusive society in Lebanon. The NGO rallies volunteers across Lebanon and through multidisciplinary and participatory research, capacity-building workshops, and grassroots activities, we provide a platform for youth and professionals to lead the planning and implementation of advocacy campaigns and gain the skills needed to impact policy-making at the local and national levels.

Objective/purpose of consultancy:

To contribute to a study on the finances of Lebanese municipality as part of  NAHNOO’s research aiming at improving municipal work in Lebanon

 

Project Background

In Lebanon, local governance is regarded from the sole regional institutions which are municipalities. In the context of the socio-economic and humanitarian crises which have been affecting Lebanon, it was clear that municipalities were the first authorities managing and controlling these crises locally. This showed the necessity to advocate for strengthening municipalities in order for them to use their resources and operate efficiently. This will lead to improved public service delivery. This means that Lebanon should ensure municipalities’ sustainability and good governance while taking geographical, economic, social, environmental, financial complexities into account. Therefore, NAHNOO is working on several studies in this field and will be presenting some solid recommendations laying out the roadmap for an updated and sustainable strategy for an improved municipal work in Lebanon.

 

Scope of work, format and key task:

Complement NAHNOO’s analysis of the municipal finances, more specifically the distribution of the Independent Municipal Fund (IMF) shares and direct revenues, and validate the research recommendations.

Main tasks:

  1. Develop the outline for the financial analysis enquiry
  2. Provide empirical and quantitative analysis to complement the qualitative research conducted by NAHNOO and validate its recommendations
  3. Submit a comprehensive analysis report related to municipal finances and validate this document with NAHNOO’s lead researcher according to the framework of the final research paper.

 

Qualifications/level requirements

Applicants with the following experience are welcome to apply:

  • Minimum Master’s degree in Finance and any other topic related to Public Municipal Finance and preferably with a relevant PhD degree.
  • At least 10 years of documented professional experience in working in municipal finance field and budgets. 
  • Proven proficiency with current Lebanese municipal financial context
  • Strong analytical and conceptual thinking skills;
  • Ability to deliver high quality results in a timely manner.
  • Fluency in Arabic (written and spoken) is a must
  • Proficiency in Microsoft Office, including Excel, Word and PowerPoint.

 

Proposed period and duration of consultancy

The period of the consultancy during the month of January 2023, to deliver the following:

  • Task 1: Deliver outline of the analysis (Number of days TBD)
  • Task 2: Producing the Municipal Finances Analysis document for the Lebanese context (Number of days TBD).

NB: 1 full day = 8h

 

Selection criteria:

The consultant will be selected based on competitiveness and quality of the technical (C.V) and financial proposal. They will be paid upon successful completion and submission of the financial analysis.
