Qualifications
- University degree in a relevant field of work (economics, social sciences, political science or equivalent)
Professional experience
- 5 years of experience of working in the field of private sector development, MSME promotion, business planning, business management, market intelligence, value chains, business linkages, certification, access to finance etc.
- 3 years of experience in international development cooperation
- Supporting BDS providers for MSME, including capacity development
- Developing knowledge of instruments of MSME promotion, business planning, value chain promotion, certification, access to finance etc.
- Designing and monitoring project activities
- Managing collaborations with public and private decision-makers and business managers
- Facilitating discussion fora and expert meetings
- Writing, reading, and speaking in English and Arabic at fluently
- Designing and implementing stakeholder engagement strategies
Other knowledge, additional competences
- Detailed knowledge of the national economy, economic sectors and the national and international business community
- Social, intercultural understanding and interest, flexibility, ability to work in a team, sense of diplomacy, ability to work in a politically sensitive environment
- Ability to work effectively in a fast-paced office environment, both independently and as part of a team
- Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products
- Willingness to up-skill as required by the tasks to be performed – corresponding measures will be agreed with management

- Responsibilities
The position holder is responsible for ensuring that:
- the grantees and service providers implementing activities under her/his supervision meet their targets and contractual obligations related to Output 3 “Improving the competitiveness of micro, small and medium-sized enterprises in selected economic sectors” in close coordination with the Head of Component 3
- the colleagues in charge of finances have all the information required to ensure that budgets of grantees meet GIZ regulations
- operational plans of the grantees and service providers under his supervision are in line with the requirements of the project
- the relevant team members, in particular the Head of Component 3, are informed and engaged in decision making related to the activities under her/his supervision whenever necessary
- the grantees, service providers and other relevant stakeholders are adequately engaged and capacitated
- the activities implemented are coordinated with other field of activities within the project, particularly those related to Component 2, as well as with other GIZ projects and other actors of international development
- the colleagues in charge of communication and visibility have all the information required to develop according products
- the documentation of her/his activities is easily captured, stored, and classified according to the requirements of the team.
In this context, the position holder fulfils the following tasks:

The tasks include, but are not limited, to the following activities:
- Provide technical input for the sector selection process, specifically regarding the identification of economic growth potentials and future perspectives for MSME promotion.
- Conduct assessments to identify MSMEs that will be supported determine the technical assistance they will receive.
- Provide technical input to define measures to strengthen MSME in selected sectors and regions (such as improving HR processes, product development, quality management, certification, digitalization, technology transfer, business linkages and integration in national and international value chains etc.).
- Scope and assess possible partner organisations capable of developing and implementing the identified MSME support measures.
- Provide technical advice to partner organizations in developing business models for offering business development services (BDS).
- Prepare and manage delegation agreements with selected partner organisations such as drafting ToRs and supporting tender document preparation.
- Identify and contract short-term experts for the development of specific measures and monitor contract performance
- Review grant application proposals and ensure their compliance with project objectives and GIZ regulations.
- Monitor grantees progress according to work and time plan and overseeing compliance with contractual and budgetary aspects
- Report deviations from plans and budgets to management and take agree-upon corrective measures
- Develop, document, and disseminate good practices for effective and sustainable MSME support measures
- Provide technical input as required for the operational planning of Output 3 including monitoring annual work plans and identifying risk mitigation measures in case of foreseen disruptions.
- Provide technical input required for the development of information and communication products for Output 3 such as fact sheets, success stories, social media content
- Initiate and facilitate dialogue formats with public and private institutions to improve framework conditions for MSME promotion in the selected sectors and regions and keep strong relations with stakeholders and partners.
Description of project: The aim of the project is to improve the employment situation of young Lebanese adults, women and people with disabilities in selected pilot regions (Beirut and Mount Lebanon).
The project has 3 outputs:
- employment potentials for young adults, and women and people with disabilities are identified.
- employability of young adults, women and people with disabilities is improved.
- the competitiveness of micro, small and medium-sized enterprises in selected employment-relevant sectors is improved.
