Project Implementation Officer

Project Background:  

The USAID/Lebanon Trade and Investment Facilitation (TIF) Activity will facilitate the export of Lebanese goods and services to generate foreign exchange through investments and business enabling environment reform that simultaneously promote job creation, income generation, and improved livelihoods throughout the country.

TIF has three objectives:

(1) Increased exports of Lebanese goods and services.

(2) Investment facilitation leading to increased domestic investment.

(3) Improved business and investment enabling environment.

Purpose: 

The Project Officer, under the guidance of the Business Implementation Manager, will contribute to TIF efforts in implementing field projects including but not limited to the Energy Audit program. This position requires significant travel throughout Lebanon, specifically outside of Beirut.

Responsibilities and Key Tasks: 

  • Closely follow up on and monitor the implementation of the energy audit program  including completion of all deliverables.
  • Follow-up and collect all reports, data from business partners related to the subcontract  or grant deliverables.
  • Conduct weekly site visits and attend business partners’ activities to ensure implementation is on track.
  • Assist in evaluation and validation of reports submitted by business partners to validate their results in coordination with TIF STTA on assigned projects.
  • Assist in periodically monitoring business partners’ results and recommend best approaches to ensure that business partners work smoother, faster and achieve results with greater impact.
  • Assist in monitoring activities to assure quality control and timely completion of all deliverables Prepare and deliver all documentation to TIF, as required, and scheduled for the assigned subcontracts or grants.
  • Develop regular reports on business partners’ performance, projects’ implementation, and partners’ engagement. Then highlight any significant delays or other capacity issues that impact implementation.  
  • Maintain regular communication with business partners on the implementation and provide support and guidance as needed.  
  • Contribute to TIF reporting including weekly, quarterly, annual reports and work plans.  
  • Other tasks as required by the Business Implementation Manager. 

Qualifications: 

  • Bachelor’s degree or equivalent in electrical or mechanical engineering.
  • Three plus years of professional experience. 
  • Excellent business analytical skills.  
  • Strong interpersonal and communication skills and ability to liaise with diverse stakeholder groups. 
  • Strong communication skills – both written and oral – in English and Arabic.
