The consultant will co-design the methodology of the handbook with TI-Lebanon to agree on cross-cutting oversight guidelines, or aim to be sector-specific (particularly vital sectors such as social affairs, power, etc.).
The handbook is expected to be developed in either Arabic or English and will subsequently be translated for wider dissemination and more accessible usage.
Indicatively, the handbook will look at 1) establishing definitions and stakeholders, 2) defining strategies and methodologies (such as research, training, monitoring, budget analysis etc.), 3) identifying challenges and opportunities, and 4) conducting a sector-specific case study. Sectors of interest include (but are not restricted to) reconstruction, social affairs and the power sector.
The handbook will be consolidated based on desk research, field survey and KIIs with relevant stakeholders.
- Required Competencies:
The Researcher should have the following knowledge and experience:
- PhD in social sciences (Public Policy, Political Science, Development Studies)
- Relevant Master Degree (Public Policy, Political Science, Development Studies) + 5 years of relevant experience in the field of the study
- Relevant experience in the Civil Society Sector and Policy Reforms in Lebanon
- Proven record of relevant work
2. Selection Criteria
- Relevance to required competencies (including academic qualifications, professional experience and proven track record)
- Relevance of proposed methodology including desk-based and field data collection tools
- Reasonable financial proposal
- Reasonable and actionable implementation plan and timeframe with identified milestones for delivery
- Ability to mobilize required resources including team members, existing work and other resources
- Willingness to co-design and work with TI-Lebanon team throughout the course of the handbook development which should be factored into the implementation plan.
