Brief information on the project
The project "Improving the Quality and Attractiveness of Vocational Education and Training in Lebanon" aims to increasingly align vocational education and training in sectors with sustainable employment potentials with the needs of the Lebanese economy.
Emphasis is placed on improving the partnership between vocational training institutions and the private sector, strengthening human resource capacity in vocational training institutions, and developing practice-oriented training programs. The target groups of the project are young people, unemployed and underemployed adults who want to improve their employment prospects through qualifications relevant to the labor market.
The implementing partner is the Directorate General for Vocational and Technical Education (DGVTE), which lacks capacity at various levels to involve the private sector in vocational education and training. This concerns curriculum development, teacher training and the expansion of practical elements in teaching. The project's advisory approach includes establishing and advising coordination bodies with representatives of the state vocational training sector and company representatives at the macro and steering levels, piloting cooperation models between vocational training institutions and the private sector, systematic human resources development in public vocational training institutions and testing competency-based, modularized training programs.
Background – e-learning
Considering the stumbling economic situation that is affecting Lebanon at several levels, TVET schools and institutes are not opening on a regular basis and are likely to stay closed several days of the week during the whole academic year 2022/23 due to teacher strikes.
Based on the experience in e-learning which the GIZ project’s ProVTE and VTE4all have collected and considering that the teaching and learning at distance will be a constant in the future in the form of blended learning, the QuA-VET project started the development of the technical theoretical subjects of BT1 and BT2 “Industrial Mechanics” (البكالوريا الفنية اختصاص الميكانيك الصناعي) in e-learning (EL) modality.
This will ensure that students are receiving the necessary support to access the technical theoretical subjects as e-lessons and that their learning is not interrupted due to the instability in the country. Moreover, the lessons in EL modality will be a support for teachers for in presence lessons, whenever more face-to-face teaching will be taking place.
Up to now teachers of the BT “Industrial Mechanics” are used to deliver the content of the technical theoretical subjects in classroom settings, following an existing curriculum.
In order to address the need for competent technical teachers, that are able to develop and facilitate technical theory subject classes in e-learning modality, a competent and motivated group of public TVET teachers will be selected and trained to develop the same technical and theoretical subjects in EL modality.
Outline of the mission
To assure a consistent level of quality of the content and the flow of the e-learning lessons (ELLs), a standard development process has been defined. The teachers will attend a mandatory 80-hour training course (over a period of 2 weeks), so called Training of Trainers (ToT), to get familiarized with this process, with e-learning principles and with the e-learning development software.
The ToT course will be conducted online. During the second week, the teachers will be assigned to develop one e-learning lesson (50 minutes long), in English or French language, related to one of the BT1 or BT2 technical theoretical subjects listed below. His/her performance will be assessed, and the most qualified teachers will subsequently have the possibility to be contracted by QuA-VET to develop different technical theoretical courses of the BT program “Industrial Mechanics” in EL modality, such as:

Outputs/Results
- Attendance and successful fulfilment of the Pre-ToT assignments
- 100% attendance of the digital ToT course on e-lesson development (80h) outside official working hours for teachers / in the afternoon:
- completion of the self-paced e-courses
- attendance in the live sessions on MS Teams
- 100% fulfilment of the assignments required during the course
- Development of 1 e-lesson (50 minutes) of a technical theoretical subject delivered by the end of the ToT course, applying the standards presented during the ToT
Qualification & General profressional experience:
University or TS, LT or LET degree in Mechanical Engineering, Mechanics, Mechatronics, Electronics, Electricity or equivalent in a mechanic discipline
Specific professional experience:
- 3 years of professional experience in teaching in TVET the technical theoretical subjects of Industrial Mechanics
- Proven and extensive experience in the development of training materials and documentation
- Experience in preparing assessment on technical theoretical subjects
Experience in the region/knowledge of the country
5 years of working experience in Lebanon
Business fluency in French and Arabic languages
Others:
- Proficient in use of MS Office (Power Point, Word, Excel, Outlook)
- Proficiency in internet (re-)search
- Proficiency in use of Microsoft Teams, Zoom, WebEx or similar programs
Conditions
- Availability of a PC or laptop with MS Office applications
- Availability of a monitor screen
- Availability of a stable internet connection
- Participants of the ToT will receive a compensation of 192$ for a 50-minute e-lesson developed and submitted by the end of the training, under condition to attend 100% of the online training sessions and deliver all course assignments in compliance with the standards set during the course
Required documents:
- A cover letter, stating the motivation to attend the 80-hours of training in e-Learning (in English or French)
- An updated CV (in English), indicating the technical theoretical subjects taught in BT1 and/or BT2 “Industrial Mechanics”, the academic year, name of the public school/institute taught in and director
