Action Against Hunger (ACF) is a non-governmental, non-political, non-denominational and non-profit organization, established in France in 1979. AAH’s vocation is to save lives by combating hunger, diseases, and other crises threatening the lives of helpless men, women, and children. Action Against Hunger opened a mission in Lebanon in August 2006.

1. Description. ACF Lebanon is inviting competent and interested suppliers to submit their Bids to provide the following products:

Supplying of Lab Devices, Chlorination Spare parts, Reagents (Chemical and Bacterial) and Lab Supplies

2.Introduction.

• Submission of a Bid shall be deemed as an acknowledgement by the Bidder that all obligations stipulated by this ITB and RFQ will be met and, unless specified otherwise, the Bidder has read, understood, and agreed to all the instructions in this ITB and RFQ. 
• Any Bid submitted will be regarded as an offer by the Bidder and does not constitute or imply the acceptance of any Bid by Action Against Hunger. Action Against Hunger is under no obligation to award a contract to any Bidder as a result of this ITB/ RFQ.
• The Bidder shall bear any, and all costs related to the preparation and/or submission of the Bid (including providing of samples), regardless of whether its Bid was selected or not.  Action Against Hunger shall in no case be responsible or liable for those costs, regardless of the conduct or outcome of the procurement process.

3. Request for BID documents

    All interested bidders are requested to send an e mail to procurement-ty@lb.acfspain.org to be able to receive the Bids documents.

4. Request for clarifications and clarification meeting

A clarification meeting will take place with all interested bidders on Wednesday 26th April 2023, at 13:00h, in online format.

To be able to receive the details to access the meeting, Suppliers are requested to confirm their participation by Tuesday 25th April 2023 at 12:00h by email to procurement-ty@lb.acfspain.org

Please note that date is provisional and Action Against Hunger reserves the right to modify this schedule.

Any change in the date, time or modality of the meeting will be communicated upon to the suppliers presenting their interest.

All questions to be raised during the clarification meeting (no questions will be answered after the Meeting) will be answered to all bidders (who attended the meeting).

Action Against Hunger will reply to bidders' questions at least 3 working day before the deadline for submission of offers.

5. Submission of bids

   5.1 Manner of Submitting Bid

All bids must be sent in a sealed envelope to Action Against Hunger office in Tyre. The offer shall consist of one original paper copy placed in a sealed non-identifiable envelope, with the words “not to be opened before the deadline of submission” written in English.

This sealed non-identifiable envelope shall be titled:

LB-TY-01569 – Supplying of Lab Devices, Chlorination Spare parts, Reagents (Chemical and Bacterial) and Lab Supplies

The offers shall be sent, by private courier service or personal delivery to the following address:

5.2 Deadline of Bid Submission

All Bid must be submitted before Tuesday 2nd May 2023, at 16:00h (Beirut time-zone). Late bids will be automatically rejecte

                 5.3 Content of the bids

Bidders are required to complete, sign and submit the following documents:

1. ITB (signature, stamp on each page);

2. RFQ (signature, stamp on each page);

3. LOTs (fill, sign, stamp on each page);

4. Selection Criteria (Signed and Stamped)

4. Legal documentation

5. Company registration and VAT registration, if applicable

6. Bank account information, if applicable

        7. AAH Good Business Regulation (fill, sign, stamp on each page)

                 5.4 Special condition for bidding

1. Bidders can apply to one or several Lots in this BID, while applying to one LOT means all items in the same LOT should be quoted, if there was one item wasn’t quoted in same LOT this MAY lead to exclude the LOT submission
2. Communication means is strictly accepted by email to procurement-ty@lb.acfspain.org, and always ensure to reply to the same conversation.
3. Envelopes should have the hard copies of the documents as well as the soft copies to be on a CD/USB

Failure to provide all the above and in the formats stipulated may result in disqualification.

6.Award Criteria. The contract will be awarded to the technically  compliant offer(s) that is offering the best quality/price ratio, considering the quality of the products offered and the price of the offer.

The evaluation will be done based on a pre-identified Selection Criteria.

Selected bidders will be notified of the outcome by Action Against Hunger Logistics Department.

7. General.

- Submission of a Bid shall be deemed as an acknowledgement by the Bidder that all obligations stipulated by this ITB and RFQ will be met and, unless specified otherwise, the Bidder has read, understood, and agreed to all the instructions in this ITB and RFQ. 

-  Action Against Hunger is under no obligation to award a contract to any Bidder because of this ITB/ RFQ
