Key Duties & Responsibilities:
Programme Design and Implementation:
- Support the Head of Programmes with the quality implementation of the Trocaire country and programme strategies. And ensure accountability and protection are at the centre of Trocaire’s work.
- Contribute to setting and implementing program work plans in line with the Trocaire’s approach to Protection and Safe programming.
- Ensure that any new interventions are designed within Trócaire Programme Quality & Accountability Framework and Safe Programming principles and standards
- Keep abreast of latest developments in protection mainstreaming, safeguarding, and accountability programming approaches and link Trócaire’s approach to best practice in the sector.
- Support and provide inputs to the Head of Programmes and Project Managers in the design, development of new projects, and funding proposals.
- Support partners in conducting Protection Risk Assessments (PRAs) in line with their operational and protection context.
- Oversee and advise the PSS activities of partners as per the set plans, budgets and targets.
- Support the review or development of GBV protocols of partners in line with the standards and requirements.
- Support the Project Managers in designing and implementing social cohesion activities in line with the protection mainstreaming approach and community mobilization.
- Support partners in assessing their Feedback and Complaint Handling Mechanisms (FCHM) as required and ensure information sharing processes are existing and used.
Partner Capacity Strengthening:
- Foster a relationship of accompaniment, close mentoring, and mutual respect with Trócaire’s implementing partner organisations.
- Take a lead role in working with partners to assess technical and practical support needs in terms of accountability and protection in line Trócaire Programme Quality & Accountability Framework, in coordination with Project Managers.
- In coordination with Trócaire’s Project Managers and partners, develop and implement capacity building plans and constructively support partners’ technical capacity in the various aspects of accountability and protection mainstreaming. For example, Humanitarian PCAS tool and standards for safeguarding and safe programming
- Organise and facilitate (as appropriate) training and accompaniment for partners in various areas of accountability and protection mainstreaming.
- Support the development of new interventions, and review and assess ongoing projects through an accountability lens, including holding regular meetings with Trócaire Project Managers, partner technical focal points, to review progress on agreed areas of improvement in terms of accountability.
- In coordination with the MEAL Manager and Project Managers, support partners to ensure that accountability mechanisms are embedded into programme, with functioning communication methods and feedback handling mechanisms and ensuring accountability indicators are integrated with M&E plans.
Representation, Coordination and Networking:
- Represent Trócaire, and the work and perspectives of our partners, at relevant cluster and coordination including protection and GBV working groups, and the PSEA Taskforce.
- Help to build and maintain professional relations with relevant organisations including Caritas, UN working groups, humanitarian organisations and donors as appropriate.
- Ensure close coordination and proactive communication with Trócaire’s wider humanitarian team on all aspects of accountability and protection and build links with key focal point persons in other country offices
Other:
- Fulfil other reasonable duties and responsibilities, as requested by the Head of Programmes.
- Respond to internal Trócaire requirements, such as developing communication materials, as required.
Qualification:
University Degree in Humanitarian or Development Studies, International Relations, Human Rights, Social Work or similar.
xperience:
- At least 3 years’ experience in the delivery of humanitarian programmes, including experience working in insecure or unpredictable environments. Experience in humanitarian relief, safe programming, accountability, protection, GBV and PSS, and cash programming is an asset
- 2 years’ experience in the design and implementation of protection programmes, GBV programmes and /or the integration of accountability and protection within humanitarian programmes.
- Experience working with partners and ability to work through a local partnership model.
- Experience of working with, and a demonstrated understanding of, humanitarian standards and principles of good practice
- Experience of developing training materials and providing training to a range of audiences
- Experience of developing programme documentation for a range of institutional donors
- Experience working on the humanitarian crisis in Lebanon and/or knowledge of the context
Skills:
- Knowledge and understanding of humanitarian issues, particularly those related to the humanitarian crisis in the region.
- Knowledge of minimum standards in humanitarian programming, including Sphere, HAP and those for protection mainstreaming
- Excellent understanding and experience of protection , safeguarding, PSEA and accountability principles that prioritise community participation
- Excellent understanding of accountability requirements within Monitoring & Evaluation processes
- Excellent analytical, planning, organisational and leadership skills, including ability to show initiative, set priorities, manage work plans and evaluate progress
- Strong communication, facilitation and training skills
- Demonstrated capacity for team work and coordination
- Fluency in Arabic and excellent written and oral English
- Solid IT and data entry/analysis skills – especially in the use of Excel
- Ability to support and build capacity of partner organisations
- Highly developed relationship, negotiation and interpersonal skills
- Excellent communication skills, both oral and written to team members and partners
- Able to work independently being a strong team player
- Strong organisational skills, initiative, ability to prioritise work

The contract for this position will be national and hosted by Caritas Lebanon. This position is a maternity coverage, with a possibility of extension depending on the organization’s funds.
The position will be based in Beirut and prospective candidate should be entitled to live and work in Lebanon. Much of the work will be based in Beirut with some travel to project locations, and expenses will be reimbursed for this travel.
